North Atlnntic and the least Is in the
South Atlantic, and these extremes of

equaled by the North Central and

average improvement IS almost the
same au that of the entire country.
The improvement is evenly distributed
throughout all state groups, except the
North Atlantic states, where the gain
is twice as great as in each of the
