Railway Mail Facilities. This *has been an unsettled question forjnarty years. ' The railroads and the post office dej>urtment have found it a difficult matter to agree upon the compensation to be paid. The department Ti ts ‘insisted on jtaying for. the space" used, while the railways have declared that the weight of the mails carried should be allowed to control . Another feature is that the department ney,er paid its own operating expenses until 1 the'adYFnt of Mr. Burleson as postmaster! general. The last few years‘have witnessed its' business, ip self supporting; Tlie report closes with an earnest request that ('opgnjss investi gate the situation. 1 There is -i|pwhere any dis position to-- criticise, or tmder- estiniate tlu,*unu£al conditions imposed, by the war. This response is to be noted for two things: The number of contributors is far larger than, in the former tw*o loans. There was no doubt frpm the beginning of its, success. When the sons of the State, both black and white, started to France to meet the menace of Germany, it was a foregone conclusion that the money of the parents would follow* their boys by the Way of financing the army. The honor lists of subscribers tb this loan will show the names of ■many’col ored citizens, who were prouH to do what they could. The loan is also remarkable for tlie evidence tliintt we aye waking up to a larger re alization of the issues of the wrar. The most important help that we can render to the army in the trenches is to tell them by our response 1 to,this loan that “we arc with you to our,.last dollar-, and there is just as much more to follow as you may need.” It is a rqmarkvble warning to the lukew*arin, amr to the profiteer that we have come- to the place^vhere patri otism rather than profits have the centre of the stage.
