Two niotivcs have operated to
make federal law enforcement
more sure than the machuiery
of the state’s courts. One is the
growing encroachment by
certain people upon state’s rights
On every hand the federal power

"'strongly favored by the federal
anthorities, They do tilings a lit
tle better than the states could.
They tiro not hampered by local
prejudices or 1»\ local inctlicien

revenue. This operates more
largely than is imagined. The
moonshiners have felt the
strong arm of federal law. Not
so much‘because the federal law
felt the moral reason for break

revenue tax has not been paid
on moonshine whiskey. It is
commonly reported th.at often
when violations of the whiskc)

himself with the government by
taking out ii license and allowed

connection a rather ' unique
situation was recently reported
from Georgia. As is well known
this state passed a very drastic
prohibition law. 11 also strongly

to enforce this law by means of
the federal machinery. The
legislature made no' special
financial appropriation for .this
specific object. As a consequence
a rather widespread violation
existed throughput the state.
The matter was reported to the
governor who replied that he
had no other agencies beyond
the sheriffs, and the courts tu
