To begin with, in peace times
the expenses of the government
are met by taxes on such com-*
jpodities as tobacco, whiskies,

port duties or taxes levied on
merchandise shipped here from
foreign countries. Then ive
have income taxes, which are
levied on those incomes large
enough to share with the gov
ernment. But tlio war demands
larger sums than these. So the
fund® for the war come' from
two sources. The first is by : a
tax levied so judiciously that
the burden is distributed upon
practically all incomes. Such a
tax is increased postage. It
rests on all, but the man whose
Tnisiness requires the most let
ters pays the larger amount of
J;ax*, So wisely and so widely
the taxes been distributed
that padrone pays his propor

to he found in the taxes, but
these will bo ironed out. Taxes
however are not an investment
except in a remote sense. Their
returns are simply protection.
