the poBsossion of Hon. Henry R. Mygalt, of
Oxford, to whom it was given by the confi
dential clerk of the secretary of war, soon
after it was written. It road as follows :

Like a good many other things attributed
to Mr. Lineoln, this is a fair subject of
doubt, since there was no talk of employing
colored troops till tho latter part of 1802.
Mr. Lincoln could not havo made such a
recommendation in 1801.

In the Stokes oase tho board of phy
sicians to whom was roferred tbo ques
tion of his sanity, made tho following
reply.
'That we find Edward F Stokes labor
ing under an abnormal condition of
mind, amounting to 'partial idciuional
insanity' on two subjects, religion and
politics; and that this abnormal oo )di
tion of mind will only be increased by
longor confinement, either in jail or an
asylum; further, that in tho opinion of
this board, Edward F Stokes is not in
capacitated for the management of his
pecuniary affairs.'
Judgo Cooke has reserved his opinion
as to tho liberation of Stokes
Tho following wo can recommend as
n certain remedy for that painful ail
ment, a felon, Tako a pint of common
soft soap, and stir it in air slacked limo
till it is of tho consistency of glazier's
putty. Make a leather thimble, fill it
with this composition, and insert tho
finger therein, and change tho composi
tion onco in twonty minutes, and a cure
is certain.
