Washington, November 18.
Secretary Fish was closoted with the
President for an hour yesterday, and ex
plained the present stato of the corres
pondence with the Spnnixh Government,
which, tho President subsequently sta
ted would now be improper to make
public. It was desirable, he said, that
all information should bo of such a char
octcr as would leave no doubt whatever
as to its reliability.
Tho President said ho hnd changed
none of the views heretofore expressed
by him concerning events in Cuba, bui
bad more than ever been confirmed in
them by recent occurrences. lie shar
ed with the public their denunciation of
the caj ture on tho high seas of a vossc 1
with a regular clearance under the Uni
ted States flag and the startling events
which riuirklv fhllnwed Sn?ii? never
having considered the island of Cuba in
a state of war. nnd there boing no pro
clamntion by the United States accor
ding belligerent rights to the insurgeo'.S
tho Virginius regularly cleared for tho
Island if Cuba, and had a ri^ht to en

Spanish possessions. This govern merit
did not recognize any right mi the part
of Spain, in tlic present state of affairs,
to interfere in nny manner with our
merchant ships upon the sens, except in
the usual right in her own ports and
within one marine league of the coast
of her dominions, and of this fact she's
aware. Congress would meet two weeks
funi today, whin whatever is in the
possession of the Executive department
relative to Cuban affairs would be Uid
