Applying this section of the act to
tho Constitutions uud laws of the

and construing the whole in the spirit of

But there is a graver question than

this : The amounts allowed as exemp
tions are not the same iu all the States .

place lining given by the Clerk of the Hoard
of Trustees, by posting written or printed
notices, in three public places of the District
at least ten days before the meeting."
