Friday, March 21st, has called forth

throughout the length and breadth of
the laud. The question which agitated
the mind of tbe people of New Yorkr
"How to stem tbe tide of murder,"
naturally orolvcd the questions, of the
moral justice of capital punishment, its
expediency and effect. In our last issue
w_e published an extended extract from
a jsermon of a gifted minister of the
gospel, whose acumen's as to the sane

Every murderer in the Tombs prison,

Otherwise Governor Dix, but dis
plays caprice and weakness, and proves
recreant to the trust society has reposed
in him.

Among the acts p**scd at the last
Session of the State Legislature, is one
entitled 'An act to provide for purchas
ers of lau?8 si sales mads for non-pay

Of this law, our excellent neighbor,
the Aiken Tribune, says :
"The 'laws of this Stats in relation to
the sale of property for the non payment
ol tuxes, are of such a character as
effectually to deter capitalists from tmrk
ing investments. If, through inability
to raise the amount of the tax at tbe
prescribed moment, or iuadverteut
neglcc', the taxes are not paid promptly,
the law requires that execution should
be issued and the property s >1 1 almo-t
immediately afterwards without the
equity of redemption and the sheriff is
obliged to eject the ownor after ten days j
notice. Hotm.. 1 to vacate the prciaiset
constitute1) a misdemeanor, and subjects
(he party to imprisonment."

In Article V. of the Amendments to
the 1'nited Slate* Constitution, ate
these Words : 1 No person shall * * *
I e deprived of life, liberty or property
without due process of law."
The Words of the act are as follows :

Is this summary ejectment by the
Sheriff without even allowing the ton
ant iu possession the privilege or oppor
tunity of ''showing cause," is this due
process of law ? Is sot the act in palp
able violation of the letter and spirit of
the constitution/, and is it wA most
grievoutly unjust to the ow?rer of the
hmd, who has been derelict iu pajing
his taxes, tha. to turn him out ef house
uud *home without any hope of redemp
tion of bis property ?
The law is bard enough for the
futu e, lut ws can never believe that
the Courts will ?o construe it as. te male
it retroactive, and thus make its dire
penalti.a fall upon those whose lauds
have been already sold for non-payment
of taxes.
The Tribune goes on to ssy :

The Teaeher*- to be Paid.
No class of people are in general
worse trcatod than teachers. And the
teachers of the public schools in this
Slate have been particularly tried.
Hard and thankless task it has been
to teach young ideas how to shoot. A
session of toil is repaid by a bunch of
certificates which are valueless in the
market.
Who is to _blame for this is not the
matter in hand just now. We have
more agreeable news to tell. The school
claims sre to have preference over nil
others, even over the salaries of the
officers, aud to be paid as far aud as
promptly si possible.
Treasurer Cardozo, who has ever
manifested great sympathy aud what is
better, great liberalty in and for the
cau.4S of education has announced as
sbove. These toilers in labor's hardest
routine are to be paid! Honor to
Cardozo !

city have adopted a resolution, propos
ing an amendment to the Slate Consti
tution, to the effect thai provision he
be uiado by law for trial of sanity or
soundness of mind, when the plea of
insanity is iutervailed, by a jury o' five

It is also proposed by the same body
to shcr the system of jury trial, so that,
in civil eases and in criminal cases nut
capital, the rote of nios jurors will be
sufficient for a verdict.

Tbe circular letter (published ia
tbe Charleston Daily New? of the 11th
March,) of the Committee of the Board
of Directors of the S. J. R. R. Co.j ia
by no means satisfactory to the dissatis
fied Stockholders. It attempts to ahow
what the Road has earned, snd bow the
earnings have been applied?this is all
very well as far aa it goes, snd the in
vestments no doubt wors judicious
enough, of which uo one complains, but
ws do complain tbat tbe Road is inju
diciously and most extravagantly man
aged !
There are too many high salaried
officers, t.,o tnaay bureaus, too many
supervisors and too much red tupe for
an institution, which baa paid uo inte
rest for a period of seven years, al
though the receipts have been ssven j
millions of dollars during that time. In
sutc bellum times, we had one President,
oue (I moral Superintendent, one Audi
tor, and a few necessary books and pa
pers a', each depot on the Road. The
Stockholders then received regular and
remunerative dividends, especially so
under the administration of Mr.
John Caldwell. Although when Mr.
Csldwcll went into office the R*>ad was
in a deplorable condition, there waa then
no eomplaiut about the management of
the Road. Under the present regime,
we have a President, a Vice President,
Treasurer, Auditor, Asaistaut Auditor.

Agents, with innumerable Bureaus, aud
any quantity*; of Hooka and Papers
enough in r.Jl candor to confuse any

the'Road is required to pay salaries < f
the multiplicity of officers, operatives
and traveling agents.

selves."
We say if each are your real senti
ments, and knowing as you assuredly do,
that there is great dissatisfaction! both
entertained and expressed, by many of
the Stockholders (and even outside
parties), with your management, why do
you not exhibit some taagnauiinity and
independence of character by resigning,
or declining tobe re-elected, and request
tbe Stockholders in convention, without
any log rolling sr clique, or the influ
ence of any particular ring, to nominate
and elect a Board of Directors in whom
i
they can repose more confidence. Why
should you assume to yourselves the
.entire management end control of an
enterprise which belongs alike to sll of
us. What justice is there in confiuing
that management (with but two or three
exceptiona) to tbe City of Charleston.
We want tcompetent and skilfull officers
to manage ths Road, who will give their
personal attention to the interest of ths
Stsckholesera; snd who will be satisfied
with s reasonable compensation at leaat,
until the Stockholders receive some re
turn for their investment, or until the
business will justify more liberal raise.
We want fewer of tbem at present be
csuss we believe that several incumbents
with theit buresuacan very appropriate
ly be dispensed with. We want to cur
tail the enormous amount annually ex
pended for books, statiortasy snd print
ing, and do away v. itli the unnecessary
labor involved by such expenditure.
We waut a Iks id of Directors who
will attend to these deductions, aud
who shall bs selected for their
business capacity, energy and dis
cretion, from sll sections of the country
and not confined to any one particular
locality. "And we respectfully urge
upon the Stockholders the duty and
advantege of a punctual and general
attendance at the approaching Cotvvea
tion," to give tbsir votes aud influence
te the accomplishment of these ends.
