Parties io South Carolina end Georgia who retort to tbt j code duello as ibe arbiter of private \ difficulties, have very generally ooruo to look upou Saud Rar Ferry as the proper place where the affair of honor should be settled. Duellists from this State meet ou the other aido of the river, about a mile from the Ferry, while those trout South Caroliua havo their rendez vous on this sidii, somowhat nearer the water. y Thv. pai titular/, of tho affair which was so bnppily> settled without blood shed?betweon two gontlomcn of Athens, Ga.?are fresh in tho minds of our readers. We have now to record anoth er, iu which, although shots were ex changed between tho parties, noithor was wouuded.. Our information in re gard to this affair is comparatively meagre owing tu the fact that the parties were frum a distance, and known to but few citizoos of this placo. As they say in the story bpoks, however, we will be gin at the beginning, and tell Wit AT WE KNOW. From what we eould learn, it appears that shortly after the Boston fire an article appeared in the Oraogeburg Times, a Detnooratio journal, edited by Mr. J. S. Hey ward, in regard to that event. The neat issue of the Neics, (Republican*), of the same place, edited by Mr. u; Browning, contained au article in the nature of a reply to that iu the Tmus. sod embodying, we under stand, some expressions which Mr. Iloywavd, tho editor of tho Times, con sidered personally offensivo, aud he, therefore, challenged Mr. Browning, tho editor of the Actos, the author of tho offvneivo article in question. Tbe challenge Was accepted by Browning, und Sand- Bar Ferry designated as the place of meeting. Mr Browning being tbe challenged party aud. according to the dueling code entitled to the choice of weapons, selected Remington five ?hooters. As soon as all tbe particulars of the affair were properly arranged tbe principals, their second* and a surgeon j ?the lett&f Iking, we learn, Dr. Lagree ?set out'1' f?r AuguBta. They reaohed here Sunday morning. The meeting had been arranged to take place Sunday morning at 11 o'clock, but from some cause was postponed to Monday morn ing. The affair was kept. VERY QUIET and bat few. people in tho city knew that a ?Ittel was on the tapis. Tester, day morning about 11 o'clock, the accessary vehicles were procured and the principals, their seconds, and sur geons bft the city for the Ferry, fol lowed by a small party of gentlemen who had heard ]of the difficulty. Ar rived. AT TIIK FER11Y the carriages stopped, the principals, sec onds and' Surgeons got out and the necessary preparations for the dnol at once commenced. Tbe ground selected was directly in the road leading from the sity to the Ferry, and but a very short distance from the river. Tho road at this point slants aomowhat but scarcely enough' to he perceptible. Tho lowest part of tho Incline is next to the Ferry. ?(the distance, ten paces, was measured off by Ae seconds and the weapons load ed. Mr. Heyward won the choice of ?eskeoe and selected that furthest from the river. When bo first stepped from the carriage he wore so overcoat, but as ?con as tho matter of positions were set tled, ho took this off and* handed it to a feiend. He then quietly stepped1 to his allotted position, whero he remained standing, until his pistol was handed to him by his second. Mr. Browning was smoking a cigar when he reached the ground, rf?d kept it in his mouth until tbe time camtxfor him to take his posi tion. Both parties appeared to bo cool land collected. Two gentlemen of this city endeavored to effect a settlement of (he difficulty between Mersra. HeyWard and Browning, without theif' 'having a resort to arms but 'their efforts proved of no avail. R. B. Carpontcr was elected Judge of the Fifth Circuit on the first ballot. Judgo Hugh L Bond is in Columbia, and, with Judgo Bryan, is presiding over the United States Court. Last week tho case of the United States vs Robert Moore, for conspiracy was tried. Mr. Corbin represented the prosecution and Y. J. Pope the defence. The ver dict of the jury was guilty as to mate rial countb in the indictment. South Carolina Remembered iu the Appointments. Hon. Jsmos L. Orr, ex Governor ot South Carolina has been appointed by tho President, Envoy Extraordinary and Minister Plenipotentiary to the Court or Russia. The Fifth Avenue Hotel in New York caught firo in the upper story, on the 10th inst. Thiri story contained the apartments of the laundry women and domestics. The proceeding* were read in joint assembly on Wednesday and the result declared. The Inaugural Message of Governor Moses was read on Monday in both Houses. This Was a manly paper and grapples at ooee the financial problem of Stato affairs. The message says that that the deficiency to he met is 81,366, 395, it rcoommends a rebsts of five per sent on taxes paid before January loth, and a rebate of fifteen per cent on the penalty already attached on delinqu nts, provided these delinquent taxes are paid before January 16t!V; and ur:us econo my, retrenchment and firmuost on the part of the Legislature. Much business has been despatched and the calendar is cleared up euch day with rapidity. Several important bills have passed to their tbiid reeding; among others tho bill to repeal the license law. Govern, r Mosos sent a Special Message to the Ur.Uee on Wed nesday in response to the resolution ask ing for* information as to whether the account of the Financial Agent has been settled in whole or in part. The Governor replied to the enquiry that no statement of a ay settlement with aaid agent had beon rendored into the Secretary*a his office. On Wednesday, the business of tho House was interrupted by a rencontre between Rev W M Thomas, member fron Colleton, and Thomas Hamilton, member from Beaufort. Some remarks of Thomas provoked Hamilton to as sault the former, ilo struck him seve ral and heavy blows as ho was sitting. Thomas bled profusely. Tho scene varied the monotony of legislative busi ness, and caused the members to rise to their Met and gather around the assail ed. The assaulting member apologised to the House. The tas levy ie being earnestly dis cussed, and Will, we trust, be soon set tled for tb> best. Expenses and Dcfleieiteies. The bridge over the Coogaree, oeev necting Riehland and Lexington conn ties, has been finished, and is a most substantial structure, 1.340 feet to length. The uoed of the rebuilding ofthis bridge has been long felt, the inconvenience and delay of the ferrtea retarding busi ness very much, aud the eredtt of meet ing this want is due in great measure to J. L. Neaglc, Esq., 1st? Comptroller General, who took hold of tho matter io earnest and has been uutiring in his efforts for its completion. The bridge is Pest's patent cnib: natron truss- work, and waB built by tho Watson Comyauy, of Peterson, N. J. of which Mr. E. W. Mercer, now engaged upon the Air Line Railroad bridges, is the ageut, und who charge of the work on the Xeagle bridge. Mr. W. J. Pielect superintended the construction and Colonel ?T. P. Low, Chief Engineer of the Bine Ridge Rail road Cooipaoty, was the engineer. Tho structure is calculated to bear much more than oan be placed upon it. The iron- was all tested and passed a test of many times more than that required. The bridge aas been elevated? some five feet above tho tops of the former piers.
