clerk of the court ; one hundred and
seventeen for sheriff, forty odd for judge
of probate, and four hundred and forty
one for seatB in the Legislature.

The following parties charged with
the ' killing of Mr. Low, at Silvor Bluff
Landing lust summer, were tried at
Blnckville, on Saturday, namely : Wm.

looked for parade of the hand engines
came off on Monday last.. At 3 o'clock

the City Hall, where tho Hue was re
viewed by the Mayor and Aldermen.
The procession kept on down Broad

little after twelvo o'clock and the
following is the result of the award of

First prize, consisting of a richly

the Come't Star.

ground, ailver goblet, to the Niagra.

in tho old Castle of Dreux, which he
intended for a family burying -place. The
improbable happened when Louis Phi
lippe'died exiled and forgotten, while
the star of Prince-President Louis Bona

permitted tho remains of his old master
to be brought to the family vault at
Dreux. The sailor son of Louis Phi
lippe brought tho body of the Great
Emperor from St. Helena to Paris,
over thirty yeaTs ago. The Prince de
Joiuvillo will be now called upon to
assist at a less imposing pageant than that
which attended the interment of the
conqueror of Austcrlitz; but, having
already seen three revolutions, two mo?
nnrchics, one empire nnd two republics
in France, he may find matter enough
for re fleet ion as the vault at Dreux closes

question of the day. There is a differ
ence of opinion upen the subject. The
Town Etauds divided on the momentous
issue of'street' or 'uo street.' Seventy
citizens have B.igue'd a petition to the
Town Council, urging that honorable
oody to knock the project in the head
But everybody elsa seems to want the
street, and so do we. And ns petitions
are generally signed as a mere matter of
courtesy?and us wc haven't the slightest
idea that tho petition in question repre
sents the feeling of the great body of our
cituens?we hope the Council will lay it
gently and kindly, hut very firmly, on
the table.

If it is intended that Orungcburg shall
grow, we absolutely need one or more

Orangehurg is growing and is bound to
keep on'growing, unless she is so laced
in at the sides and stunted at both ends

don't believe in tight lacing, or old
fogy ism, but wc do believe in progress
of all kinds.
So far as the grave yard is concerned
we are inclined to think that the new
street will run over, the toes ol more
live corpses than dead ones.
In the course of au article upon
the Eale of delinquent lands to be
mode next Monday, by County Treosu
rer Crecno, the Times remarks, wiih evi
dent reference to that gentleman:

Mr. Greene was appointed Treasurer
of this County. He has solemnly
sworn to do his duty as such Treasurer.
Ouc of his duties as such Treasurer is to
muke the Palo in question.
We deprecate tho necessity resulting
from the law as sincerely as any one, but
wo have yet to learn that the private

sailed for no other reason than that he
has honestly performed his public duties.
Mr. Greene has enforced tho require
ments of the Tux Law with a courtesy
and a kind consideration which have
worn him the good will and respect of
all classes aud parties. His private
character is spotless.
Such articles injuro tho Times. They
aro also painful to many good mon. They
have no other effect.
The Supplemental Treaty.
The Now York Sun has the following
editorial:
The supplemental treuty for tho set
tlement of the Alabama coutrovorsy
really contains nothing but tho abandon
nieut by the Government of the Uuitod
States ot its demnud for indirect dama
ges. This abandonment should properly
bo tho act of the President alone. He
mudo the detuuud for these indirect
dumu^ch before tho tribunal ut Geneva
without consulting the Senuto, and he
has the sume power to withdraw it us ke
hud to make it. There Is uo need for
any supplemental treaty, or for going to
the Senate with the subject. In short,
the only purpose of thi* supplemental
treaty is to relieve General Qrant of tho
responsibility of undoing his own act and
retracting his own indecent blunder bj
putting upon the Senate the responsibil
ity of advising and consenting to the
?retraction. As the demand for indirect
damages wns inserted in the treaty with
out any expectation that it would be
allowed by the arbitrators, or that any
money would ever be received on ao
count of it, and as it is no longer denied
that this demand Was a mere piece ol
pettifogging buncombe, a sham, and a
humbug, so this supplemental treaty, with
the ceremony of its submission to the
Senate, is another piece of buncombe,
another sham nnd humbug. If the
President sees, as he virtually confesses
that he does see, ihat the ease which he
presented at Geneva is bad and unjus
tifiable, why doesn't he withdraw it
squnrely aud manfully, and why does he
attempt to implicate the Senate iu the
farce of this supplemental treaty?
[General Grant has in this matter
followed a course sound in principle aud
sanctioned by precedent. Lawyers may
havo mistaken the law, but Grant has
not mistaken the practice.?Ed News.]

The attention of the CLERKS of HOARDS
of SCHOOL TRUSTEES of the various
School Districts of this County, and of the
School Trustees of such Districts is hereby
called to Sections 20, 4'.?, GO rnd 61, of an
Act entitled "An Act to amend an Act enti
tled 'An Act to Establish and Maintain a
System of Freo Cuiutnon Schools for the
Slato of South Carolina,' " approved March
6th, 1871, and especially to Sec. 10 of said
Act.
The following are tho Sections in ques
tion :
StOTiojf. 20. The County Treasurer shall
pay ovor all moneys by him received, which
shall have been assessed by virtue of the
vote of any district meeting, as hereinafter
providod for, in the County it which such
District is situated, on the order of the Clerk
of tho Board of Trustees of said District
countersigned by the County School Commis
sioner, to he used for the purpose directed
by the District meeting so held. Said mon
ey shall be as.ses.scd and collected at the time,
and iu the manner that County taxes tiro
assessed ami oollcctod; and if the inhabitants
of Hny School Dilti ivt, at their annual Dis
trict aieotuur. ?hall fail to provide for the
raising of such tax., then the County School
Commissionct of tho County in which such
District is aituated, shall be required to with
hold from said District that part of the State
appropriation derived from the revenue of
the Slate, and *o apportion and distribute
the samt to the other Districts of the County
which havo con-plied with the requirements
ofthisAtt: Providtd, That in School Dis
tricts where there ore less than one hundred
children between the ages ot six and sixteen
the Inhabitants way raise such s nun, per
child, as will be sufficient to maintain tberr
Schools.
Sao. 40. An annual "meeting of each
School District ?hall, held on tbo last
Saturday of June, of each year, at 12 o'clock
M., notice of the thne and place being

by posting written or printed notice* in
three publio places or the District at least
ten day* before the meeting.
Special meetings may be called by the
Hoard of Trustees, or by a majority of the
legal roters of the District ; hot notice of
suoh special meeting^ftating the purposes
for which it is called, shall be posted in tit

ing. And no business shall be acted upon

be used as shall bo agreed upon nt the meet
ing, either for tho pa/ of teachers' salaries,
or to purchase or lease sites for schon1
houses ; to build, hire or purchase si ch
school houses ; to keep them in repair, and
furnish the same vith necessary fuel and
appendages; or to furnish blackboard',
outline maps, and apparatus for illustrating
the principles of ?clsoce. or to discharge any
debts or liabilities lawfully incurred.
6th. To give such direction nml make
such provisions ss may be deemed necessary
in relation to the paeseeution or defence of
any suit or proceeding in which the District
may bp a party.
Cth. To authorise the Board of Tr stees
to build school houses, or rent the same: to
sell any school house site, or other property
belonging to the District, when the same
shall no longer be needed for tho use of the
District.
7th. To niter or repeal their proceedings,
