Taxation Again.
Tho lulo by which to nrrivo at tue
proper rate of taxation is simple enough;
Detcrniiue the amount of just obligations
to be met by tho State within tho year:
ascertain the value 6f property within
the State, and tho rest is a more ques
tion ot arithmetic and honcFty.
-ow iff ibis State is equitably liable, during
the present fiscal year, for tho amount
required by the now Tax Bill, the money
must be raised. But if the Bill iucludes
. .items which any honorable citizen, wore
he the debtor, might at law or in honor
; refuse to pay, then it is, to that extent,
t cn outrage upon every true interest, of
the State.

Gentlemen: I have the honor to
inform you that the appnp a io: s made
during the present session of the General
Assembly for tho pay of the per diem
and mileage of members, pay of uttuclus
and incidental expenses, for the sessions
of 1870-71, and 1871-72, are ex ha us
ted.
Asfnraslcan learn, there aro yet
outstanding certificates to the nmount
of $110,000, of the session of 1870-71,
held by the various batiks and banking
institutions of this place, which have
becu carried for a year. The importance
?f making an early appropriation for the
'.^payment of the above can hardly be over*
. estimated.
th addition to the amount above stated,
there arc numbers of certificates issued
during the present session yet unpaid,
which, together with those drawn to pay
to tho lGth instant, will, in my opinion,
require a sum of at least 8250,000 to
meet.
Of tho sum duo for taxes for the pre
sent fiscal year, uuout onc-haif of the

I would respectfully suggest that
some measures be adopted to provide a
revenue sufficient to meet the above and
