Mr. SuhbcTfy has raised the question
of the constitutionality of \1jC uu Klux
law. This is the main questio. jD tylc

chiefly relies ob appeal. The Grand
Jury have returned true bills in a great

gress, which is now in session. We

The message states that the relations of
the United States with foroiun powers

pride and satisfaction to the settlement
of tho Alabama dispute by the treaty
of Washington. It informs Congress
of the recognition of the change of gov.
eminent in Romo and iho Italian States.
It refers .-to the friendly relations be

the hospitable weleomo given to the

He recommends the support of the

steps to return to specie payments; also,
to unite the telegraphic system with the
postal system of the United States.
He defends the policy pursued in ref
erence to the stoppage of Ku Klux out
rages, and expresses the belief that out
of the very numerous arrests made, no
innocent person it* now in oustody. In
regard to polygamy in Utah, he relates
the action of the courts and authorities

not be permitted to violate the laws un
der the cloak of religion ; but suggests
whether children alroudy born under the
Mormon system should not be legitima
tized. He reoommends the nbolitiou of
all internal ^revenue taxes, oxcept those
on spirits, malt liquors and tobacco, and
stamps; also, tho revision of the tarilf.
Ha says that the Indian peace policy has
thus far resulted favorably, and he re
commends the formation of a territorial
government in the Indian Tffritory. He
suggests the removal of all political dis
abilities under the 14th constitutional
amendment, and says that it will bo a
happy time for the Southern States when
their old citizens shall again take an in
?eicfit in public affairs. He recommends
liberal appropriations for the District of
Columbia and for publio buildings in
Chicago. Ha reviews the question of
civil service reform, and promises that
the experiment of reform, shall havo a
fait trial.
