tion. The World may endeavor never

ject. It probably' never finds many
scruples in its Wa'y. Life it Wants and
lifo \t must have. If that could bo.got
out of the Bcpublicau party, it would

row where it now overflows with gall.
As this is improbable, because the lio
puMienns have no use for it, of course
there arc but two alternatives left it ?
ono to die, or accommodate its tone to
Southern Democratic prejudies. This
latter it has done. Indeed It prates and
caterwauls more over our alleged mis
fortune, in Icing defrauded, than do
m.niy of those who mus? suffer in such
an .event.
Just such sympathizers as the World
assisted, to put us in u . posi tion to be
robbed ' and plundered by morcouary
thieves. That sheot, wu'll warrant, did
its share in bringing our calamities upou
us. and we do not propose to day to kiss
tue baud that so lately smote us in tho
face. But let others do as^thdy f>lcV:c;
We regret to see, however, a disposition
on the part of many to do honor to many
of those who tried to wipe out tho last
vestige of Southern identity during the
late war. Look at Frank P. Blair, for
.instance. It was that mau whose hatred
for us, and malignity of Soul, prompted
him to have no riiercy on poor' South
Carolina, in his mid through here with
Sherman. Vrank P. Blair directed the
hurniug of thousands of houses in this
State ; and yet to-day, were he to visit
O.rangeburg, where tho debris of the
fire, lighted perhaps by his own command,
would stare him in the face, thcro are some
who would receive him as he was wel
comed in Montgomery not long since.
But let us return to the State fiimiires^
(Prji^ticlm^! the line and^cry raised, ia
regard to them, is altogether unnecessa
ry, and will accomplish no good. If it
proves to bo a fact that South Caroliua
has been defrauded out of twenty mil
lions of dollars, or evou one hundredth
part that much, no ono will be quicker
and more willing1 to condemn aud have
the perpetrators scut to the penitentiary
than oursclf. It is our beliof that the
fin auccs of the State arc not in as healthv
a condition as we could wifch them ; but
we submit that it would seem like the
better part of wisdom to wait for a more
competeut witness to bo placed upon tho
stand Umu the New York World, before
going rattle-brained iuto so grave and se
rious n work as that of repudiation
There is n proper way to do everything,
and this is the time iu which that way
should be observed. If auy of tho
State officials have been stealing, or
engaged in speculating with tho pub
lic funds, let our people wait until the
Legislature convenes and let each Coun
ty in tho State elect cne delegate of in
telligence and shrewd financial ability,
and send tho delegates thus elected to
Columbia, instruct them to petition the

tho power to investigate the books aud
public records of the State, and if that
body refuses to comply with sueh petition,
let it be bold up to tho people ae an
accessary after the fuct, in peculation
and fraud. But we do not bolievo the
Legislature will refuse such a request, In
deed it is our opinion that that body will
appoint a committee to eo-operato with
that of the people. And if no fraud.
arc found, let the facts bo published to
the world th.t the Democratic party got
up a frightful howl about corruption,
aud upou investigation by delegates from
their own party, nono wore found to exist.
On the other' hand, if there has been an
over-issue of bonds, and it should bo
asccrtaiued that tho charges of dishon
esty against cert&in oi our public sor
vants, tire true, why let the fullest
measure of tho law bo meted out to the
swindlers and rpcculators ; make them
disgorge their ill-gotten gains, and pick
stouo in the penitentiary. We think
1 tuch a course as this would be wiser

poacd by tho Charleston Courier. To
be candid, we think, in all charity, that
the course taken by that journal, has
shot wide of the mark. It demands re
pudiation. That's sounds Tory Well In
theory, brother Courier, but tell us,
pray, how you are going to reduce it to
practice? By culling a Convention of
"leading men !" Bah ! Docs our content

people which would place our State iu a

The bonds of this commonwealth which
have becu issued for carryiug ou the
government, and those that have been
sold or hypothecate.1 to rais? money to
pay interest on tho ante helium debts of
tho State, nro stamped with the faith of
her people, and to rcpudiato thorn would
;.t".!:'.! in no other light than that of dis
honesty. Wo shall oppose any measure
calculated to impair the honest obliga
tions of our State; and let honest Re
publicans repudiate the rcpudiators in
their ranks. Lot them cuter their
emphatic diselumer ol the conclusions
and theories of the Democratic press.

Carolina, should be degraded, cither in
its credit or its honor, boforo the world
or among our own poople. Let us main
tain tho good name and fame of our
credit. Wo believe, indeed we know,
that tho tax-payers have more to bear up
under than is just. Taxes arc too high.
But an attempt at repudiation will not
lower them. What wc want is a gene
ral cutting dowu of Offices and salaries.
Wo have more public offices than wc
have any use for. It should b? the
work of the uext Legislature to thin thoui
out. But to return to the finances again.
Tho Charleston Newt at first assumed un
independent and sensible position iti the
matter; but, true to^its itisjflj^ts. it
'cm^?^?a1*jts~tono the moment (he pres
sure of publio opinion was leveled
against it. That journal was ti.'Vcr an
instructor and educator of public sont i
meut; it always follows it. This is an
evidenee of its consciousness of the very
weak place it holds in the confidence of
the people. In its issue of the 8th, the
Nemt siid:
"Now, oxamiug the four points which
the World makes, aud admitting both
the power nud the unscrupulous charac
ter of the State officials, wc do not s?>e
that we have any cause for wild alarm.
The attention which ir>. directed to our
financial affairs will make it easier for
the taxpayers to compel the pmductiou
of a truo exhibit of tho State djbt?an
exhibit made by gcutlemen who know
their busine s, and whom, not being
conucctcd with the State Government,
the people are willing to trust. Aud we
shall find it less difficult than ever
before to give effect to purely defensive
measures for the protect ion of the proper
ty-holders of tho State. This isasfaras it
is prudent to go at prcsut. There is cause
for vigilance aud firmness, but not for a
panic. We are not ready to assume, for
the sake of political effect, or as a news
paper sensation, that there is a fraudu
lent issue of 620,000,000 of State bonds.
There may be an over issue, but it is tint

Nor do wo believe that the Suite owes
Mr. Kiuipton S4,000,000 ; nor can wc
adaiit, just yet, that tho expenses of the
last session of the General Assembly
were $800,000, when we kuow that ouly
$135,000 were actually appropriated."
Thus the News argued just a few
days ago. In its issue of a later date,
it goes lack upou its former uttorances,
aud advises tho people to resist the
payment of all taxes, both Slate and
County. Wc expected no more from
that uustnblo and milk-and-water
journal. As for oursilf we should not
oppose a Convention of "leading (!) men"
to considor tho question of repudiation.
It could not injure us individually, but
it would work io the detriment of the
peoplo at large. I'uscrupulous politi
cians would post tu ?\ ftshington aud
swear that tin whob Stalo was up in re
bellion against the Government. Kvery
sane man knows what tho eonsequeuce
would be in such an event. This we de
sire to avoid Wc want our \ eople so to
act that, when the ncxielection eoiucs off,

from both parties, will bo elected to
public positions. And this will be depo
if our intelligent fellow citizen* will-Oct

That journal wants another (jfovcitfton '
in order to have something new to tyritekj
about. For months und pjQfi^hs it has
been harping upon one string. Tax
Payers' Convention, Tux-Payers' Con
vention, Tax-Buyers' Convention, has
been the ory irom d iy to day, and
iwbero in the name of heavens s the man
that can point out one single benefit de
rived by our people from its, proceed
ings. Will not our contemporary serve
out the substantial* now7 Wo are sick
and tired of its monotony. To con
elude, wo sny awuy with your impracti
cal Conventions, and let us to work like
men ; and if, us alleged, there has been a
fraudulent i&suo of bouds, let us ferret
out the guilty pnrtios and see thut they
are punished. Find them, aud we will
help to make up a purse to foj aide aa-.l
honest lawyers, to have them hung, if it
be possible.
P. S.? Since writing tho above, the
Yorkvillo Enquirer the most influential
Democratic weekly in the State, comes
to u? with the following editorial, the
viows of which coincide almost precisely
with outs. Xu its issue of the 10th inst.
it says:
"We regret to perceive that the t'hir
lcstou Courier, referring to the ?Hege 1
corrupt'na) of our State officials in regtrd
to the bonded debt, advocates out-aud
<jut repudiation as a reli'-f fro n our
^bbdiug ills; and that the .Vows, dwell
itig*upon the same subject, advis s the
people to^rclnso to pay the State and
county taxes now falling due until a
trustworthy exhibit is made of the en
tire liabilities of the State, aud until
furthermore, satisfactory guarantees are
"iven that tho moneys of the people,
will, hereafter, be honorably spent.
The wisdom of either of these plans is
extremely doubtful. If Governor Scott
Nilcs G. Parker, Dr. Neagle, and dthers
who are charged with porpe'rating these
alleged frauds are guiity of the charges,
let them be brought to the bar of justice
