Editor'' Orangeburg News : Wo hear it reported that the Town Councibtre nbout to borrow money for the purpoao of building wells or cisterns in certain portions ol tho Towu for fire purposes. Now in tho first placo it is a dangerous stop cithor for an individual or a corporation to commonce to borrow, for if the money has to be paid, why borrow and pay interest for mauy years and'hftfe to'pay the money in the end? x bcUere our citizens would prefer ta be taxed at once and pay whatever is really necessary for the welfare of the Town, than to have a debt created whioh, from yCiA^t? year, might grow like the dabtof the City of Charlestun until it becomes . very fctievoua to the people. But will these cisterns be of any real public use" to the citizens st largo? The Town covers an urea of a mile in circumference from the Court House, and cisterns certainly cannot be built over all this spaco, and in la et, in most places would be useless. Just nroi?ud the Court House and the twq rows of stores ou Main street, they may be useful, but experience has showu that io other parts of the Towu a fire is generally too much under head way to save the building on fire before a heavy .engine can be drawn to it through tho sandy streets. So it seoins to us that the whole Town would be heavily taxed, only for the benefit of a few individuals, who if they so desire it cun contribute themselves to building a cistern near their property, withoir levying on the public at large. At any rate we would suggest to onr City Fa thers to take the ."?ense of the tax payers of the Town on the subject, before sad dliug a debt on their shoulders for this ] u pose. Wc write these few lines only i'? r the purpose of calling the attention ot i he citizens generally to the subject before action is taken in the matter, and if the majority wish tho money raised for the purpose, why let a direct tax, for the benefit of a small locality, be levied at once, but don't run cs in debt, Respectfully Ac, _ TAX PAYBR. TAX NOTICE. NOTICE/ is hereby given, thst the Office of County Treasurer for Omngebnrg Coun ty, S. C, will be open for the Collection of State, County and School Taxes fer the year 1871, on the Twentieth ('20th) day of November A. D. 1871, ami will eontinne open for the Collection of the saht Taxes, umll the Fif teenth (15fA) day of Jmnuary A. D. 1872 af ter which date a PENALTY OF TWENTY (20) PER CENT WILL BE ADDED TO THE TAX. The total rate per centum for State pur poses is Seven (7) Mills on a dollar snd the per centum for General County Purposes is three (8) Mills on a dollar upon all the Real and Personal Property of each Tar Payer. In addition to the above, one (1) Mill upon a dollar upon all the Real and Personal Pro perty of each Tax Payer, has been levied in oomfortnity to an Act entitled "An Act to Empower, Authorize and Require the County Commissioners of Orangtbury County to Build a Bridge Across the North Edisto River, and Establish a Road therefrom to the Town of Branchvillc.
