[Continual from 1st Vage.] B?ry, summon the nldermcn to meet in council, any two of whom, with the may or, or any three alderinen, may consti tutc a quorum to transact business, and they shall be known,by the name of the town council of Orangeburg, and they and their successors hereafter to be elec ted may have a common scul, which shall be affixed to nil their ordinances, may end und be sued, plead and be im pleaded, im any court of In w or equity in thir State, and purchase, hold, possess nnd cojpy to them and to their succes h%tiwiiflni?r^ of years, any estate, real, personal or mixed, nnd itten and convoy the same : Provi ded, The same shall not exceed, at any one time, the sum of ten thoimiud dol lars. That the mayor and alder I Tntn of paid town shall have lull nnd ?only power to graut or refuse licenses to any person, firm, company or corporation engaged in, or intending to be engaged io any trade, business, or profession whatsoever, within tho corporate limits of said town, upon such conditions and under such circumstances as to thorn shall seem proper nnd t'ght: Provided, that in no instance shall the price of a license to keep a tavern, or to retail spirituous liquors, be fixed at a less sum than is~ established by tho laws of this Ltato; and all moneys paid fur licenses, and for lines aud forfeitures for rot nil spirituous liquors, keeping taverns and billiard tables, within the said limits without licenses, shall be appropriated io the public uses of said town : Provi ded, that tho mayor and aldermen, duly elected und qualified, shall uot have power to graut any license to keep luv eru, or retail spirituous liquors, to extend beyond the term for which they have elected. Sec. 94. That it shall be the duty of the said Mayor and nldermcn io keep all roads, streets aud ways within their cor porate limits open aud in good repair; and for that purpose ch6y are iuvested with all tho powers and duties of survey ors of highways and scleotment of towns They shall have power tocompouud with "all persons liablu to work the streets, ways nnd aoads iu snid town, upon such terms ns they shall by ordinance estab lish; the moneys so received to be up plied to the public use of said town, aud all persons refusing or failing to pay such commutation shall be liable to such fine, uot exceeding twenty dollars, as the town council may impose. Sec. 95. They shall also have power to impose an annual tux not exceeding fifty cents on every huudrec dollars of the assessed value of all real and person al estate lying within the corporate litn ! if.s of said town, (the real and personal estate of churches and school associations excepted.) The said council shall have tho power to regulate the price of licen se upon nil public shows aud exhibitions in said town, to erect a powder tuagn sine, nnd compel any portoo. holding more than twenty-live pounds to store the same, therein, und to make regula . llous for rates of storage thereof, ami for keening and delivering the same. The said council shall havo power to enforce the payment of ?11 taxes levied under the authority of this net, against the prop jgltty aud persons of defaulters, to the aathe extent aud iu the same manner ns is provided by law for tho collection of the general State tux, except that exe cutions to euforcc the payment of the toWn taxes shall be issued under the ' seal of the corporation, and directed to the town Marshal, or other dersou es pecially upon which a tax shall be levied : is.horoby declared nnd mado liable for *r'tho payment thereof iu preference u> till other debts agnsnst the said property, except debts duo tho State, which shall first be paid. Sec. 96. That the said town council shall have power aud authority to re quire nil persons owuiug a lot or lots in said town, to make and keop in good ropair sidewalks in front of said lot or lots, whenever the same shall front or ndjoin any public street of 6aid town, if in the judgment of the council, such gidewulk shall be nccofrsary, the width thereof, and the manner of their con struction, to be designated and regula ted by the Raid council, and for de faul or refusal, after reasonable notice, to make and keep in repair, und require the owner to pay the price of mil: in; i r j repairing. Sec/! 97. That the said town council shull havo power, with the consout of the adjacent land owners, to cloco all such roads, streets and ways within the said town as they may deem necessary, by sale ol the freehold therein, cither a* private or public nalo, as thoy may ad judge best for the interest of the said town; and they shall have power to lay out, adopt, open and keep in repair ull such new streets, roads and ways as they may, from time to time, doom ueccssary for tho improvement nnd convenience of said town t Provided, That uo new street road or way shall bo opened without first having obtaiucd tho consent of the lind eWner or owners thr. ugh wIicho promises any such new street, road or way may puss. Sec. 98. SkO. 100. The said town council shall have power to collect the taxes from all the portions' representing, publicly, with in the corporate limits, for gain or re ward, any plays 01 tihOWti ui mint iiuvuiu or kind whatever, to be used lor the pur poses of said town. 8ec. 101. Tho said town council shall have full power aud authority to abate all nuisances within the corporate limits, and also to appoint u board of health for said town, and to pass such ordinances as ma)' be necessary to define the powers and duties, and to impose lines and pen alties upon the members of said Hoard, for neglect of duty or refusal to serve : Provided, that no line hereby authorized to be imposed shall exceed the sum of twenty dollars. Sec. 102. The ?aid town council shall havf full power and authority over the fire department of the town of Orange burg? define tho duties, regulations nnd government of sumo. Sec. 103. Tho major and aldermen elect shall, during their term of ofllee, be exempt from street duty. Each town council shall, within one month after the oxpiration of their term of office, roakc out and return to their successors a full account of their receipts and expendi tures during their term ; and shall pay over all monoys in their ;> n be longing to the corporation, and deliver up all books, r cords, aud other papers incident to their offito tl oir "ueecs sors j and on failure bo to do, they shall be liable to bo fined iu a sum uot exceed jog live hundred dollars, to bo collected by any proper action by iiiu tuwu oouu S&C. 104. For any wilful violation or neglect of ducy, mulpractice, abuse or oppression, the said mayor und uldcriiicu, jointly and severally, shall bo liable to indictineut in tho court or sessions, und, upon conviction, to punishment aa pro scribed in the preceding section, besides being liable for dauniges to any person persons injured. Sec. 105. That all ordinances hereto fore passed by the town council of Or angeburg, in conformity with the au thority grunted by existing laws, shull be, und they uro hereby, declared legal and valid. S*5C. 10G. All acts and parts of acts, heretofore pas-ed iu relation to the in* corporation if tho town of Oiaiigobtlrg, b, aud the same arc hereby repealed. Although settled Consumption is thought in- ' curable, still great numbers of cases where the disease seemed settled, have been completely , cured, nnd the patient restored to sound health by tho Cherry Pectoral. .So complete is its mastery over the disorders of the Lungs and : Throat, that the most obstinate of them yield to it. Whon nothing else could reach them, under tho Chtrry Pectoral they subside and disappear. Htngers and Public Speakers find great protection from it. Asthmo, In always relieved and often wholly cured by it. Bronchitis is generally cured by taking tho Cherry l'rctoral in small and frequent doges.
