Ami now to another point. Mr. Pohl
in* his Ibtter asserts in substance that

If anybody bas been playing a cheating
game towards the State or County, in
dre:Cnpacily of Trial Justice, the public
has' a' right to know who they are, and
demand proof for conviction. And now
aa> Mr. Pohl is a sworn officer of the
State-, and consequently bound by said
oath tft obligation to protect her rights,
ail9linore especially those of iho County
in.which he holds his appointment, it is
his highest and most imperative duty to
bring these parties, who have been play
ing n double game in tho role of the
Trial Justice, to condign and merited
punishment. Tho assertion is made in
.80 mnny words that somebody's course
would not stand tho test of the squnrc;
and as tho on as probandi rests upon Mr.
Pobl's shoulders, the public, to whom he
has voluntarily given tho intelligence,
will certainly have a very curious opiu
ion of him, unless he assists them in
having these swindlers brought to the pro
per place. If it is at all probable that a
Trial Justice who has only held his po
sition for a lew months, could have had
tho State indebted to him in the pretty
little sum of '-several thuusaud dollars,"

' hignly necessary that a rigid examina

to bo very brief, by making a short cut,
knowing if made iu the right placJ, it
will prove just as futal. Now sir to the
point; I will not cousumu time with
t his fellow, by discussing the Court of
Saoflho Panza, for that is a subject of
too much magnitude for his brain, that
|wu^if he ever had any, which is very
doubtful, but for the stake of nrgument,
let us admit that ho had sum, is it then
a not probable that he lost what little he
had at the various bars, where ho says
'jmen go to settle cases, It is very evi
dent Mr Editor that it was this cause
-which mado my Court appear so very
jBoyel to his sense of justice, hence I am

content myself by branding him an ass,

refers to, commencing first with the case
The State Vs. Nelson Smothers: Nol
son Smothers is a gcuteel colored man
omploycd here as a Hotel waiter he
hired a girl about thirteen years old, to
take oare of his child; it is said that ho
bent her, nnd the mother of the girl a
genteel woman of color entered suit in
my office against him, for nn Assault
and Battery, there being other business
in the office at the timo, her caso had to
bo ncccssarilly doferred ? for two days,
aud then was tried on tho eighth day
of May commencing at 7 o'clock I'm.

defouco, I would say here fur this gen
tleman, that while he is alive to the du
tice of his profession, he is - only resident,
and not a native of theso parts, and is
unlike many of the new mado fledgelings
of the Law, who have yet to learn some
thing of legal otiquctto, and that Shake
speare done up in bombast, before a
jury, is not law pructico t However
Mr Editor pardon me if I havo digressed
from the subject ; I will etute, that the
defendant called fijff a jury, they wore
summoned, nil b?i*ig colored excepting
Mr A. Lorycn, who is nu intelligent gen
tlemun, and a Mcrchnut of good standing
in the place He acted as foreman. After
the case had been heard lefore the
Court, nnd the jury charged, they went
to the jury room, and failed after being
out. to agree, ibis jury was thereupon
discharged and the case Carried before
another jury the following evening at
the same hour. This jury I will particu
larly state, was selected from the most in
telligent class of our citizens nnd num
bered four white, and two colored, Their
names were ns follows,?-Messrs J. W.
Fairsy, Ewd Carr't, L. C. Rlggs, S. S.
Turner, a \ whit the two colored were,
Thomas Murphy, and Gabriel Faircy,
After retiring they held the case under
consideration for possibly two hours, and
then found the Defendant, "Not Guilty,"
whereupon the Prisoner was discharged.
Now sir take up the other case, whivh is
as follows there came into my office a
colored woman who said she wanted to
prosecute n colored man, for repeatedly
passing through her farm, lie lives about
two miles from this place i scut for him
the next day, he came and so did she,
I gave them a preliminary invostigition,
the papers were partly arranged for the
case, when it suddenly comes to light,
that she is hall sister, or some other
relatiou of his they looked smilingly at
each other, and proposed to pay Two
Dollars, half of which was paid, and
they then departed better?friends than
ever. This Oldster in his attempted
burlesque of my Court, or in other words
the Court of Brunehville, would try to
make it appear, that injustice was prac
tised, does there seem to be any of it
here ; bad I not the power in this case,
of turning it to Borne accouut provided I
had followed the illustrious example of
sonic who have been deprived of like
offices to the oue I hold, by making this
poor, ignorant, trespasser, suffer for :?
time in jail, in order to swindle the State
out of an amount largely in excess of the
Two Dollars, agreed upon by the parties
themselves. Now I claim that 1 do
not only have the hjiior of holding my
office by tight of Executive appointment,
but by the wish and consent of honest, re
spectable, intelligent citizens of both
parties, and that my official acts us well
as the Docket books, in my office, are
and over will be open to public inspec
tion as well as to that of the grand jury,
which I iuvite at any and all times, and
will add that all tines, so far received in
my office for the State have been paid
over, while I have not yet received oue
cent front it, for the State owes mo but
little, while if I bad adopted the course
of ninny, it would without a doubt have
owed mo thousands, now sir I will stop
my extravagant waste of ink on this
Oldster for really 1 fear by his name he
is cather too old and feeble to stand it,
or having reached his second childhood,
it would be a pity to brand him a Liar.

Senate and House of Representatives of
the State of South Carolina, now met
and sitting in General Assembly, and by
the authority of the same, That the CttUn
commissioners of each county shall, on
or before the fifteenth of December, in
each year, report to tho General Assem
bly all accounts chargeable to their re
spective counties; what have been allow*
od and settled; the Dumber and amount
of orders drawn upon the county treas
urer; tho taxes levied and collected; the
amount expended for rebuilding or re
pairing court house, jail, poor, house
and bridges; in fact, a detailed account
of all their doings, as required by nn
act entitled "nn act to define the juris
diction and duties of county commission
ers," approved September 2G, 1868

he fined iu a sum not less than tili y, nor
more than two hundred dollars.

of SCHOOL TRUSTEES in the Various
School Districts of Orangeburg County you
are hereby instructed to CALL a MEETINH
of tho Legal Voters of your respective
School Districts on Saturday Juno 24th,
1871, at 12 o'clock M.
Notice of the time and place of such meet
ing to be given by the Clerk of tho Hoard of
Trustees by posting written or printed no
tices in three ('lj public places of the School
District at least ten (10) days before said
meeting. Your spcciul attention is invited
to tho following extracts from an Act to
amend au Act entitled "An Vet to establish
and maintain a system of Froo Common
Schools for the State of South Carolina," ap
proved March Otli, 1871:
Ski-. XXIX. Tho County Treasurer shall
pay over all moneys by him received, which
shall bavc been assure.I by virtue of the vote
of any District meeting as hereinafter pro
rided for, in the County in which such dis
trict is situated, mi the order uf the Clerk of
the Hoard of Trustees of said District, coun
tersigned by the County School Commission
er, to be used for the purpose directed by 1
the District meeting so held. Said money
shall be assessed and collected at th'j time,
ami in the manner tleit County taxes are
assessed and collated; and if the Inhabitants
of any School District, at their annual Dis
trict meeting, shall fail to provide for the
raising of such tax. then the County School
Commissioners of the County in which such
District is situated, shall be required to
withhold from said Distric t that part of the
State appropriation derived from tho reve
nue of the State, ami to : [ipnrtioti aud -iis
tribute the same to tie.- other Districts of the
County which liavn complied with the rc
quiriuents of this Aot: Provided, Thai in
Schoo! Districts where there are le.--> than
one liuuercd ch?drun betwo* u the ages of
six and sixteen, the inhabitants may raise
such a sum, per child, an will be sufficient
to maintain their schools.

entitled to vote ut any District meeting, viz:

over said meet ing.

the qualification of a voter.

use, such further sums of money* as they may
deem proper for the support of public schools,
said sum not to bo more than three dollars
for every eh lid in the District between the

6th. To give such direction and make such

relation to the proseoution or defenee of any
suit or proceeding in which the District may
be a party.
Tub. To authorise tho Board of Trustees to
build school houses, or to rent the same . to
sell any school house site, or other property
belonging to tho Eistrict, when the same
shall no longer be needful for the use of the
District.
7th. To alter or repeal their proceedings,
from time lo time, n? occasion may require,
and to do any other business contemplated in
