That the commission shall decide upon a list of text-books to be used iu the common and public schools throughout the State, and shall furnish the sane to the board of educa tion at its first session. He shall acquaint himself, as practicable, with the character and con dition of each school, noting any do u i neies that may exist, either in the government <d the school, or the elassi fieat'n n of i rj ipi s, or the moth >d of instruction employed in tho several branches, and shall make such sugges tions, in private to teachers, as to him shall appear necessary to the good order of the school, and the progress of the pupils. He shall u de the character and con dition ol the school homes, the sufficien cy or insulfieieiicy of the furniture, and shall make such suggestions to the sev eral district boards as, i:i his opinion, .-hall scorn conducive to tho comfort and progress of tho pupils of the several schools. It shall be the duty of each county school commissioner to :.i 1 the teachers in ail proper i (forts to improve themselves in their profession. Vor this purpose, he shall encourage the formation or utsociatioiis of teach era iui mutual itiipioVcmeulj he sh ?.i attend the meetings of .-tied: associations and give such tidvico and instruction iu regard to their conduct and management .s, in his judgment, will contribute to their greater efficiency. lie shall, also, deliver a public lecturo to the people in each of the several districts of the coun ty each year, for the purpose of elevat ing the standard ol education, and in ereasiug the general interest of the peo ple in public schools. Sec. 21. That it shall be his duty to see that in every school under his care there shall be taught, as far as practica ble, orthography, reading, writing,arith metic, gc igvaphy, Rnglish grammar, Li> t iry of the United States, tho principles of the constitution and laws of the United States and ol this State, and g iod behavior. SEC. 25. lie shall, on or beforo the first day of October, each year, forward to the State SlipcrtUtonduOt of cilucatie.il an extended report, containing an nb Stract of tho reports made to him by the various school officers and teachers in his county, ami showing the oondiiion of the schools under his c harge, suggesting such improvements in the school system as be may deem useful, and giving sueh other information in roonrd to the practical operation of the common schools, and laws relating thereto, as may bo deemed of public interest. He shall also iuclude iu his report, such other matters as he shall be directed to report by the Stato superintendent of education. Sec. 2G. That, should he fail to make the animal report required in the pro ceeding section, he shall forfeit to the school fund ?f his county his last quar ter's salary of that year, and shall also be liable for all damages caused by such failure. f>^c. 27. That he shall, at all timos, conform to the instructions of the State superintendent of cducatio?pus to mat ters within the jurisdiction of said su perintendent. He shall servo as the organ of communication between the said State superintendent and school authorities. He shall transmit to school officers; or teachers, all blanks, cirenlars, and other communications which are f? them directed. Sec. 28. That each county school commissioner shall receive ns compensa tion for his services including expenses ot transportation within his county, an annual salary of one thousand (1,000) dollar-, except the county school com missioner of Charleston county, who shall receive an annual "salary of twelve hundred (1,200*) dollars, payable quar terly by the treasurer. Sec. 29. Said money shall be assessed und collected at the time, and iu the mariner that ounty tax? -are as sessed and collected ; and if the inhabi tants of any school district, at their an nual district meeting, shall fail to pro vide for the raising of such tax, thcu the county school commissioner of the county iu which sueh district is situated, shall be required to withhold from said district that part of the State appropria tion derived from the revenue of the State, and to apportion and distribute the same to the ether districts of the county which have complied with the requirements of this not: Provided, That iu school districts where there are less than one hundred children between the ages of six and sixteen, the inhabi tants may raise such a sum, per child, as will be sufficient to maintain their schools. Sf.O. 30. That it shall be the duty of each county school commissioner, imme diately after the passage of this act, to divide his county into convenient school districts, for all purp >sos connected with the general interest of education, and re-district the satin*, whenever iu his judgment, the general good requires it. Each school district shall be confined to the management and control cd' the bond of school trustees hereafter provided for, who shall hold their oflico lor two (2) years, and until their successors are appointed and qu?lt? That there shall be, in each county, a board of examiners, composed of the county school commissioner, who shall, r.t officio, he chairman, and t.\o other members, who shall bo appointed by the county school commissioner? shall hold oflico fan the term of two years from the time of their appoint ment ; but no person shall be appointed a member of the county board of exami ners, who is not competent to teach a first grade school. It shall be the duty of the county board of examiners to examine all c.crli ' dates for the profession ol teacher, Mid to irive to nach rmraon found, nualificd a. certificate; setting forth the branches of learning ho or aho may be capable of' teaching. Such examination to bo re newed every year, and no teacher shall bo employed in any of the common or public schools, without a certificate fron!, tho county board of examiners, or the. the State superintendent of education.. Skc. 32. That tho board of county school Examiners shall meet at least twice a yoar, ut such places, and at such times, as the county school commissioner shall appoint; that the county school, commissioner shall be chairman and; clerk of the board, nnd shall keep a fair record of their proceedings, and a rcgis of the name, age, sex, color' residenco and date of certificate of each person to. whom certificate is issued, and in case a. certificate be cancelled, shall make a pro-, per entrv ot tho taint-. Sec. 33. It shall be the duty of each, county board of school examiners to ap poiut for each and every school district in their county three school trustees, who, shall hold their office for two years, whose duty shall be as hereinafter pre-, scribed; and they shall hivo power to fall3 from time to time, all vacancies which, may occur in their respective school ditK tri?ts in boards of school trustees in their.' couuty. Sec. 34 That thosai? trustees, within fifteen (15) days afeer their appointment shall take an oath or affirmation faith fully and impartially to discharge the duties of their office, which oath the members are authorized to administer ton each other. Gcicnt cause the trustees have failed to> act. Sec. 33. It shall bo tho duty of the* board of trustees to hold a regular ses sion in their school district at least two, weeks before the commencement ei; a?vy or every school term, for the transact tion of any and all business necessary to. tho prosecrity of the school, with power to adjourn, from time in time, and to hold special meetings ut any time or place. Sec 39. That tho board of trustees shall hade power to establish and make all arrangements for the common schools of districts, and to make the same com tol lable, payiug duo regard to any school house already built, or site procured, as well ns to all other oircumstrnoes proper, to be oonaidered, so as to all other sir* cumstanccs proper to bo considered, set, as to best promote the educational inter* est of their district.
