Graham, Judge of let Circuit: JAIU The Grand Jury Wljfcclfttlly report to jour Honor, that io tho fulfillment of their duties, they visited the Public Building?, and found the Jail, as regards cleanliness, security, &c., in good condi tion. There were iome cum pi a in tri by prisoners of the insufficiency and quali ty of the food, end we do not think thorc is sufficient bedding for the use of tho prisoners. rooa H?nau. f We found that the ibmotes of the Poor House are fed plentifully with grist or meal and baoeo, but hare not enough bedding to keep them warm at sight, during cold weather; also there is an insufficiency of ?re wood, ?s tho inmates are not able to bring the wood after it is cut. There are only six occupants at ! present, tolerably well clad, bot having no shiics. The House is as well kept as oiroutnstances will admit. HO AD 8. Numerous complaints have been made in regard to the bad condition of tho Roads in ootue parte of the County, par ticularly a very important Highwny in tho Fork of Ediato, commonly called the Columbia aud Blaekrille Road. S Our attention was called to the palpa-. hie iucompcteocy^of the majority of the School Teachers of the County?-n great many of them holding certificates of first, second and third class teaohern, who never passed au examination as required by law fur such positions. Our atten tion wae also called to the fact that drafts on the County Troasury have been fouuJL I in the possession of some of the Teach er* with the signatures of the School Trustees attached, but the amount paya ble to the said Teachers left blank, to be filled by the Teachors themselves. This gives such latitude to the Teachers that great fmuds may be committed. It is a plain Tiolntiou1 of law and we coll your Uodot's- attcutfetf io tixo same. A TRIAL JUSTICE. Wc have been informed thit certain persons charged With crime, and for whom wartauts were issued had not been arrested. The Sheriff iufofma us that he never received the warrant from the Trial Justice. Wo deem this a gross negligence in the latter officer, and we also believe that the County is charged by some of the Trial Justices with Fees and Costa to which they are not duly entitled by law, end wc recommend that tho attention of the County Commis sioners bo oalled to the fact, in order that they may examine carefully into the Trial Justices' accounts. r I LICENSE. Wo have been informell that irr dif ferent pn??e of the County some Purties have been Retailing Liquor without a License and they should be Indicted for so doing. TftftAfftftEB. In regard to the County Treasurer's office wo would report that it has been brought to uur notice that on tho 20th of August 1871, the Treasurer gave Public Notice that all persote ?Tofding Orders on him idVoul* ?W?eatS th.~rr-. payment. A large number re re presented to lnm on tint day aud he made a rec ord of them, buf stated that thu orders were so numerous, that ho did not have iniiiioy enough to pay them ull, aud those parties have not been paid, though some of the>u have frcqueutk applied to him. Upon inspection of his Rooks, the Grand Jury finds that from the 20th of August 1870, to the 1st J?ly 1871, be' hafe eoHeeJtedt fat County Taxes about $800, and these fund", nnd what he had on han*# a*J that date he has paid out over 91,000, upon County Or ders, some of very recent! dute, to a few parties mostly connected with tho Pub lic Offices at thu Court House. To a> avoid this partiality and injustice to those who hare held County Orders un paid for more than a yen^-many of which' are Jury Tickets, we would respectfully recommend that tho County Treasurer T. K. Sa? pott as be instructed, out of the first fund* in his hands from County Taxes, to pay tho orders which have been already presented p* him, aud which he had noted down o* the- 20th August last, and that hereafter ho koep a record of the orders on him, and pay tue? in the order that they aro presen ted, whenever he to in ruofh. Wti would bog leave to call the atten tion of the Legislature to the incon ven ieoce to which Tax Payora am put, in being compelled to travel long distances in t!f? In regard to the County Commission er's Office, the Grand Jury report that they examined the Books of the New Bourd who have ouly been in Office a few Months, and found that they had proper touchers ioi the orders ihey had given on the County Treasurer, a largo number of which were to Assessors. The Jury is informed that there are 24 As sessors appointed to assess the property of this County, each one of whom for a little over a mouths work, draws from 9150 to $200, being an expense to the County yearly of about $4,500, for sim ply doing what under the old Tax Law, was done by the County Troasurer, as a part of his regular business, aud which could in the opinion of the Grand Jury, bo still done by the County Treasurer, without such an enormous cost to fhc County, as during a largo portion of the year be has nothing else to do. In addi tion to the crjomous expense entailed up on the County by the appointment of these 24 Assessors, many of whom are ignorant and entirely incompetent for tho duties of the office, the Grand Jury h?ive seen that the Assessments- or tho valuations of property made by these 24 Assessors, are based upon no rulo but the wild im agination of the different Assessors, and when all the Assessments are brought into the County Auditor's Office, the County Board of Equalization by way of remedying all incongruities raise tho Tax on every onc'? property which has already been put at 5. times its yalait 300 per oea?WnA-vl ?n?jffi,,M. J-J*mm Constitution of the State which says," io Art. II 33, -'AllJTaxes upon proper ty real or personal, shall bo laid upon the actual value of the property Tax?d, as the same .-hall bo ascertained by an Assessment untdo for tho purpose of lay ing such Tax."; From every portion of the Ccafuty, is heard the universal grbira of thv people uuder tho burdon of this heavy iaxution, aud this fictitious value put upon prop erty by the County Auditor aud his as sistants. Tho Grand Jury cannot in this report, go into details, but many in stances have been brought to their no tice, where parties have bought land, both at private aud at public sades, say fur $i,000, aud the County Auditor tho next day values it for Taxation4 at 3*, 4, and five thousand dollars. Thuir object is plain, tho list Board of County Commissioners conduc ted the public business in such reckless style, that s propot valuatiou of proper ty, would not raise Taxes enough to' meet tho enormous draft on the County Treasurer caused by their extravagance, hence the Taxes are raised by the Couu I ty Board of K-|uaiii.tti->u, to meet this t large demand. The Grand Jury would rccuuaiucud that this expuuniye and in efficient system of Awes-uncut of proper ty, be brought to tho .attention of tho Legislature .riili the ret-uest that thu number of Assessors be reduced, or that the duty.be imposed on tho County Audi tor or TruuMiror, and thereby save tho enormous expenditure of tho Public Money.
