ly understand why Franco stands to-day

humbled and beaten, .Fiance will, we
hupe, redeem herself. Not that wo for a
moment believe that n ronewal of the
struggle will end in a more successful
result, but, if France is ever again to bo
anything like the Franco it has been,
then its now grandeur roast come from
withiu, and, by a wise and enlightened
Government and by n thorough school

now existence, which wo hopo will be
one that will show (hat Franco and its

eovctc lesson that Providence has admin

tho German conquerors.
Tho New Apportionment,
Tho uew Apportionment Bill will
probably bo introduced into Congress
some time during the present week. So
little time remain to the present Con
gress, that no "new bills will bo consider
in committee, so that in order to get it
through, it will bo necessary to offer it
some Monday morning, daring what is
called tho "morning hour," call the
"previous question," TTacl put it through
without debate. This course, while it is
an arbitrary one, is sometimes a. just,
and a mooey-saviug ono to tho couutry.
Congress is not unlike our own Legisla
ture. There are mauy members Vt*ho
like to talk for the purpose of appearing
in the Globe. Others do so solely to
hear the mu?ic (?) of their own voices,
like our legislators. To guard against
this flow of words, the only recourse is
to tho "previous question."
" The Wostern members, together with
those from the South, arc anxious to
pass the apportionment bill during the
present Congress, while the New En
gland und Middle State men desire tho '
question postponed uutil the mooting of
the noxt congress.
There are two plaoB advocated, ouc
making the number of representatives
275, aud the other fixing the number at .
300. "Whichever is adopted, wc gain
one member, and perhaps two. The
West gains more than two-thi/ds of all
tho increase, and hence her anxiety to
have the matter settled at once.
General Logan, of Illinois, w ill make,
the effort to have tho rules suspended
during the present week, in order to
consider the bill, and should he fail in
securing the necessary two-thirds vote to
enable him to do so, he will introduce
the bill during the "morning hour, same
? Monday, and have it put through under
the operation of the "previous question.''

Forty-second Congress. If this should
be the case, the question that would

men elected last fall, as "Congressmen
at large," would bo entitled to tho place,
[n our judgment, neither, for tho reason
that the ojficolo which they were olec
tcd did not exist at the time of the elec
tion, and it is in antagonism to the spirit
of our constitution to create offices for
men.
