Section- J, He it thcelnl by the. Senate
and Lie use of Representatives of the. State of
South Carolina, uow met and sitting in
General Assombly and by tho authority
of the same, Thut it tdiull not bo lawful,
after tho fcrst day of April, one thousand
eight hundred and sixty-nine,, for any
agent, or any Insurance company in the
United States, or any foreign State, incorpo
rated by the laws of this State, to take risks
or transact any business of insurance in this
State without iirst obtaining license from the
Comptroller General, w hich license 6hall ex
pire on the 81ij day of March of each year.
Sac. 2. Thatb before the Comptroller
General-shall issue such license to any agent
of any insurance company not incorporated
in South Carolina, there shall be fifed in his
office.a'certified copy of the charter of the
company from which the said agent or at
torney has received his appointment, and
also a certified copy of the voto or resolution
of the Trustees or Director of said company
appointing him such agent, accompanied by
a warrant ot appointment under thv official
seal of the company, aud sign;:d by the
President and Secretary. Such warrant of

been substituted so that at all times tfhilo
any liability remains outstanding there shall

having circulation in the county in which he
resides. The company shall also furnisb the
Comptroller General, through their ngl lit,
nn annual statement of tho affairs of the u im
puny, as[provided in the second Section of
tbi'? Act, mid it shall be the ditty of the agent
or agents to publish the same.
Sr.c. 4. That if the Comptroller shall bo
souio satisfied that any company is insolvent
or nnsafc, it shall be his duty to refuse li
cense lo its ngent or agents, and to ??. ithdrnw
any licence that has been nlrcndy issued.
Ssc. f>. That any person w ho shall deliver
any policy of insuriuice, or collect any pre
inium of insurance or transact any business
of insurance in this State, for any company
in the United Stales, or foreign State, not
incorporated by the laws of this State, with
out having first obtained license as by this
Act required, or after his license has been
withdrawn, or wdio shall in any way violate
iho provisions of this Act, ahull be fined for

at the discretion of tho Judge: Provided,
initiier, That nothing contained in this Sec
tion shall release any company or companies
upon any policy issued or delivered In il ?r

Section 1. De it enacted by tho Senate
und House of Representatives of the State of
South Carolina, now met and sitting in Gen
eral Assembly* and by the authority of the
Baute: No Company or Association which
is now organized, or which may be. hereaf
ter organised in this State, to carry on the
business of insurance qf any kind or kinds,
shall proceed further with business (as the
ciiscniay be) until they have deposited with
the'Compu oiler General of thin Stale bonds
or stocks of this State equal to the sum of
fifty thousand dollars par value for each Life
Insurance Company or Association, and
twenty thousand doll r. is par value for each
other Insurance Cuinpauy or Association.
Tho Comptroller General 6h:rll hold such
bonds or stocks as security for policy holders
in the Company or Association ; brit, so long
as any Company or Association bo depositing
shall continue solvent, the Comptroller Gen
eral may permit such Company to collect
and receive the interest ou such bunds or
Btooks'80 deposited.
Sr.c. 2. Whenever any Company or Asso
ciation is, or bliaUUdaecouie fully organized,
and the said CompaViy or Association have
deposited with the Comptroller Gcnerul the
requisite amount of State bonds or stocks, it
shall become his duty to furnish the Corpora
tion o( Association with a certificate of such
deposit, which certificate or duplicate thereof
ccrtiucd by the Comptroller General, may bo
net in and be evidence for und ngainst the
Corporation.
Sr.o. !?, It shall pot he lawful for any por
! son or persons. Corporation of Corporations,
' Association or Associations to act within this
State as agent, or otherwise, in receiving or
procuring applications for insuranco of any
kind or kinds, or in any manner- to aid iu
transuding tho bttsinose of insurance of any
kind or kinds for any Company or Assoola
lion Incorporated by, or organised under the
laws of thi* or any other Statu Government,
or any foreigtt Government, until stich Com
pany or Association have deposited with the
' omptrollcr General of.this State, for the
benefit of tho polioy holders of such Com
pany or Association, citizens or residents of
the United States, bonds or stocks of this
State equal to tho sum of fifty thousand dol
lars par \itltte lor each Life Insurance Com
pany ov Association, und twenty thousand

time. When the foregoing requirements,
and such other requirements as now are. or
may hereafter he required by law, shall be
complied with the Comptroller General shall
give a certificate to that effect, aud also state
the come of the Attorney, which certificate,
when tiled iu the County Clerk's Office ol the
County where the agency is to be located,
shall be tho authority in commence business.
8e6. 4. livery violation of this Act shall
subject the Company or Association, or agent
or agents, violating, jointly and severally^ to
a penalty of five hundred dollars lor em Ii
violation, which shall be sued tor and recov
ered in a joint or several civil action, in the
name of the State of South Carolina, by the
Solicitor of the Circuit in which the Com
pany or Association, or agent or agents so
violating, shall-bo situated ; one-hull of such
penally when recovered hhall be paid into
the County Treasury of such County, and
the other half to tho informer of such viola
tion ; and. in case of the non-paymoul ol
such penalty, the person or persons so off< n !
ing shall bo liable to iinprisotimenl for a pe
rind nol exceeding one year in ihe discre
tion of the Court having cognizance thereof.
Sr.u. fj. The Comptroller General shall
stocks of e tch Company or Association, and
shall return tho identical bonds or stocks re
ceived ; and during tin- u-ual office hours,
? h '!l kep the bonds or stocks, subject to the
examination of t he representative of any (!om
pany or Association having made n deposit,
as required by this Act ; ami the Mate shall
be responsible for tho return of all said

Rabbits.?A farmer near London,
Canada West, has. two thousand rabbits

$5,000 a year. The annual average in
crease is twenty-five rabbits for each pair.
