T^TOTICE ia hereby given to all Agents of
1^1 Insurance Companies doing business in
ibis State, that on and after the twenty-first
day of February, 1870, thej will bo required
lo obtain new licenses, end before said lioeu
scs are issued, the Companies will be requir
ed to make a deposit of certain bonda or
stock with (ho Act of December 22d, 1800, a
copy of which is hereunto appended. ? The
law will bo rigidly enforced, and all Compa
nies must make the deposit within the time
specified.

A N ACT to regulate the Agencies of Insu
Jt\^ rauce Companies not incorporated in
tneState of South Carolina.
Skctios ], Jit it enacted by the Senate I
and House of Representatives of the State of
South Curolina, now met and sitting in
General Assembly and by the authority
of the same, That it shall not bo lawful,
after the first day of April, ouo thousand
eight hundred and sixty-nine, for any
agent or nny Insurance company in the
United States, or any foreign State, incorpo
rated by the laws of this State, to take Tisks
or transact any business of insurance in this
8ttttc without first obtaining license from the
Comptroller General, which license shall ex
pire on the 31st iay of March of each year.
Sec. 2. T'oatb before the Comptroller
General f-'.inll issue such license to any agent,
of any insurance company not incorporated
in South Carolina, there shall be filed in his
olfice n certified copy of the charter of the
company from vthiob the said agent or at
torney has received hia appointment, aad
also a certified copy of the voto or resolution
of the Trustees or Director of said company
appointing him such agent, acoompunicd'hy
a warrant ot appointment under the official
seal of tho company, and signed by tho
President and Secretary. Such wurrant of
appointment shall oontiuue valid and irrevo
cable until another agent or attorney has
been substituted so that at all times while
any liability remains outstanding tfcern shall
be within the State an agent or aXtovAey ?y?
aforesaid, and shall contain a consent ex
pressed, authorising process of law 10 bo
saved on said agent or attorney for all lia
bilities of every nature incurred in this State
by said company, and that such service made
on such agent or attorney in tho manner re
quired by the laws of this State shall bo
deemed legal snd biuding sn the company or
companies, in nil cases whatsoever, and that
every judgment' so recovered shall be eon
chibive evidence of tb? indebtedness of the
company : and in addition to said warrantor
nppointmeut, Iherfl shall be filed and pub
lished a statement, made under oath of its
President or Secretary, showing its assets
and liabilities, and distinctly showing the
amount of capital stock, and haw tho same
has been paid, and of what the assets of the
company consist*, the amount of losses duo
and unpaid, aud all other claims against tho
company, or other indeptednesa, whether due
or not due at tho time of the filing of the
statement above, and shall further show:
1st. Tiiat said companies bavo fulfilled the
provisions of their respective charters, and
of the extensions and amendments thereto, in
every particular, and whether there has been
any change of charters since last statement.
2d. The amount of policies outstanding as
near as can be ascertained.
:>d. Tho character of the risks, and the
rule governing companies and their agents
in taking the same, both as to locality and
amount.
4th. The particular character of the as
sets, specifying the amount of cash and pub
lic, bank, niauufaoluring or other slocks aud
bonds, or other securities, held by the com
panies, with tho evidence that they are held
by them, the rule of invest ment iu real es
tate, securities, and the general localities of
real estate secured to oompanies.
5th. The amount received irom premiums,
and whether sufficient to pay lossus, S.o.
Oth. Whether there have been any chan
ges in agencies during the preceding six
months.
Sec. 3. That every agent or attorney ob
taining Mich license shall also cause such li
cense to he published iu some newspaper, to
be designated by the Comptroller General,

resides. The company shall also furniah the
Comptroller General, through their agent,
an annual statement of the affairs of the" com
patty, ns provided iu the second Section of
this Act, and it shall he the duly of the agent
or agents to publish the same.
Skc. 4. That if the Comptroller shall bo
somc satisfied that, any company is insolvent
or unsafe, it shall be his duty to refuse li
cense to its agent or agents, und to withdrew
ary license that has been already issued.
Seo. 6. That any person who shall deliver
any policy of insurance, or collect any pre
mium of insurance or transact any business
of insurance in this State, for any company
in the United States, or foreign Stute, not
incorporated by tho laws ot this State, with
out having first obtained licenso as by this
! Act required, or after his licenso has been
withdrawn, or who shall iu any way violate
the provisions of this Act, shall be fined for
every such offence not less than one hundred
dollars, nor mot e than five hundred dollar?,

further, That nothing contained in this Sec
tion shall release nny company or oompanies
upon nny policy issued or delivered by it or
them.
Sxo. 6. That for every license issued by
the Comptroller General under this Act. he
shall be paid by the company taking out
such licousc the sum of five dollars for his
own use.
Skc. 7. That all Acts or parts of Acts in
consistent with this Act are hereby repcnled.

At a General Assembly begun to bo holden at
Columbia on the fourth Tuesday in Novem
ber, in the year of our Lord one thousand

continue by divers adjournments to the
twenty first day of Deeomber, in the year
of our Lord one thousand eight hundred
and sixty-nine:

Suction 1. Re it enacted by the Senate'
and House of Representatives of the State of
South Carolina, now met and sitting in Gen
eral Assembly, and by the authority of the
same: No Company or Association which
is now organised, or which may be hereaf
ter organised in this State, to carry on the
business of insurance of cny kind or kinds,
shall proceed further with business (as the
ease may be) until they have deposited with
the Comptroller Genoral of this State bonds
or stockB of this State equal to tho sum of
fifty thousand dollars par value for each Life
Insurance Company er Association, and
iweoiy thousand dollars par value for cook
other Insurance Company or Association.
The Comptroller General shall hold such
bonds or stock? as security for policy holders
in tho Company or Association; but, so long
as any Company or Association so depositing
shall continue solvent, tho Comptroller Gen
eral may permit such Company to collect
and reoeivo the interest on such bonds or
stocks so deposited.
Bsc. 2. Whenever any Company or Asso
ciation <p, or shall become fully organised,
and the said Company or Ass ciation have
deposited with tho Comptroller General the
requisite amount of State bonds or stocks, it |
shall become bis duty to furnish tbo Corpora
tion or Association with a certificate of such
deposit, which certifioato or duplicate thereof
certified by the Comptroller General, may be
used in and be evidence for and against tho
Corporation.
Sko. 8, It shall not be lawful for any per
son or persons, Corporation of Corporations,
Association or Associations io act within this
State as tjont, or otherwise, in recoiving or
procuring applications for insuranoe of any
kind or kinds, or in any manner to aid in
transacting the business of insurance of any
kind or kiuds for any Company or Associa
tion incorporated by, or organized under the
laws of this or any other State Government,
or any foreign Government, until such Com
pany or Association have deposited with the
Comptroller Genend of this State, for the
benefit of tho policy holders of such Com
pany or Association, citizens or residonts of
tho United States, bonds or storks of this
State equal to the sum of fifty thousand dol
lars par value tor each Life Insurance Com
pany or Association, and. twenty thousand
dollars par valuo for each other Insurance
Company or Association ; but, se long as any
Company or Association so depositing shall
continue solvent, the Comptroller General
may permit such Company or Association to
collect and recoive the interest on such bonds
or ?><? - so deposited, and* hrtve appointed
an Attorney in this State on whom process of
law can bo served ; and said Attorney shall
huvo filed with the Comptroller General a
certified copy of the charter of said Com
pany or Association, and alro a certified copy
of the vote or resolutions of the Trustees or
Directors of euch Company or Association ap
poiuting him the Attorney of such Company,
which appointment shall ctntinuc until
another Attorney be substituted; which
shall be done upon the death, removal or in
capacity to act off such Attorney, or may be
done by such Company or Association at any
time. When the foregoing requirements,
and Bitch other requirements as now are, or
may hereafter be required by law, shall be
complied with tho Comptroller General shall
give a certificate to that effect, and also state
the neine of the Attorney, which certificate,
when filed in the County Clerk's Office of the
County where the agency is to be located,
shull be the authority to commence business.
Sr.o. 4. Every violation of this Act shall
subject the Company or Association, or agent
or agents, violating, jointly and severally, to
a penalty of five hundred dollars for each
violation, which shall be sued for and recov
ered in a joint or several civil action, in the
name of the State of South Carolina, by the
Solicitor of the Circuit in which the Com
pany or Association, or agent or agents so
violating, -hall be situated ; ono-half of such
penalty when recovered shall be paid into
the County Treasury of such County, and
the other half to tho informer of suoh viola,
tion ; and, in case of the non-payment of
such penalty, tho person or persons so offend
ing ?hall be liable to imprisonment for a pe
riod not exceediug one year in the discre
tion of the Court having cognizance thereof.
Sr.o. ?. The Comptroller General shall
safely and separately keep the bonds or
stocks of each Company or Association, and
shall return the identical bonds or stock* re
ceived ; and during the usual ollice hours,
shall keep the bonds or stocks, subject to tho
examination of the representative of any Com
pany or Association having made a deposit,
as required by this Act ; and the State shall
be responsible for tho return of all said
bonds or 3tocks dy the Comptroller General.

Sec. 7. -This act shall take effect sixty
days after its passage.

semblance to truth, has been used by
Northern Insurance Societies, to wen

rapidly absorbing tho stream of wealth,
hitherto pouring into the poskeia of
Northern Capitalists. But the abuse sty
lavishly and ingeniously expended, hat*
proven bat bitten bands of strength;
rendering doubly strong and pros
peress, this Herat enterprise. Its br?a -
ehei extend over the entire Southern
Country, end the'shrowdest financier*
of Wall Street rate its stock on ? per
with Government Securities. And oveh'
in the Northern cities Ii fa vieing *ae
cessfully in busiuess with Northern Com
panies. It is not our purpose to wnrd'
off the harmless attacks of Northern'
Companies, they have so long fattened'
on Southern patronage, that they part
with it reluctantly, but we wish to offer
a few reasons, why Southern people
should prefer to sustain a Southern* Com
pany.
1. Its assets of 91, 200, 000, ist/hree
times in excess of its liabilities.
2. The Capital StooU of $240,000' fir
fully paid up, and is rated A No; 1 by
the first Bankers of New York.
3. Its dividends to Stockholders paid'
annually, are less than the Salary paid'
to a President of a Northern Campany.
4. The earnings of the Society, are2
kept at home to build up o?r impover
ished land.
6. This Company pays its Agents less
than Northern Companies, and the en
tire expense of Officers and Clerk's Sal
aries, does not amount to 912, 0001
Its direction and management; is in'
the hands of such men as (Generals;
Wade Hampton, and Gordon. The na
ture of the Securities accepted for loans,'
are such as to render losses practically
impossible. And particular care is ob
served by the Medical board, that every
