The remedy proposed io the bill can
be reached by stipulating in the charters
of banks tbs per centum which they
may charge on loans. It is where capi
tal is combined in these institutions that
the evil exists, and there the remedy
should be applied. Among individuals
money should be free as other commodi
ties ; its price regulated by the conven
.3d0o or necessity of the psrtics or cir
cumstances.
IIow unwise Mr. Wilkes, bill must be
apparent to all. Based upon these anti
quated theories, which have been weigh
ed iu tho balance of experience, and
found wanting, its effect if it becomes
a law must be to fright away money
from our State, so much needed. No

supply exceeds tho demand and then
must its value or rite of interest de

Religious At vices in the Hall of
the House of Vepresentati?es.
It seems that tho House of Rcprescn
sntivcB have declined oponiug their Hall
for religious services, on the Sabb&th.
Tho motion to allow its use for that pur
pose, when desired by either the
Chaplain to the ?Senate or House, pre
sented by Mr. By as, having boen laid
upon the table after quite a lengthy snd
characteristic discussion. The Republi
can in reporting this action, said it was
upon the request of a ''strolling guerrilla
preacher" that this action was taken !
Being thus betrayed into a mistake, tho
editof of the EcpwM?-n? confesses lib
error in generous terms, and in doing
this, makes the following reference to
one of our citizens, in which our readers
may be interested :
"Last week a paragraph appeared in
tho Columbia correspof' ?ce of this
journal which wo now det4 :y regrot. It
was stated that?
"Some member made a motion to give
the uso of tho House of Representatives
to a strolling preacher now in tho city,
to see what he could do with the people
of Columbia."
Then followed comments on tha de
bate in the House on this motion. That
debate in the better recent light which
has come to us, we pronounce scandalous,
indecent, totally unworthy of the repre
sentatives of a Christian people.
We supposed that the motion really
referred to "a strolling preacher," as
said. Thus regarding it, we published
the comments, for the simple reason that
we do not believe that it is proper for
every strolling preacher to petition the
Houbo for tho uso of their Hall; for,
sad to say, some are in the strolling and
: prcuchir-g liue who are better fitted for
other business.
But we now learn that tho motion
was really and simply relative to the
opening of the Hall for Sunday religious
.services, to be conducted Ku ?h- p
i>r. Webster, Chaplain of the Senate.
*" The motion was eminently proper in
itself) and as for Chaplain Webster, wc
? hasten to say that he is a noble, Chris
tina gantlemnn. Ho was born in Ver
mont, aud received his degree of A. M.
from Middleberry (Vt.) College, and
hts degree of D. D. from Alleghany Col
lego, at Mcadville, Pa. He was, for sev
eral yoars, managing and responsible
editor of tho Vermont Christian Mcsseu
g r, secretory and financial agent of the
State Bible Society, representing his
Conference in the General Conference';'
He served as Chaplain in the Vermont
Senate, and in tho Uuited States army
during tho recent war. He is now Pre
siding Elder of the Charleston district
of the South Carolina Conference, and
tho President of the Claflin University.
We repeat, the paragraph ia question

nal had we known it was aimed at Dr.
Webster. And wo are sorry the peti
tion was uot granted, for some of the
