The exorbitance or moderation of in

ples of conscience answered, how nil the
arguments rofuted by the logic of truth;
and how the necessity of trndo, the
experience of commercial history, the
convenience of the people, force upon
our minds the conviction that money
must be left free as any other commodi
ty, worth whnt it will bring in market.
No man borrows money to hoard. He
wants it for productive industry.
It is worth to him what he knows he
. makes out of it.
In this Stete, capital is wanted. Its
scarcity makes money high. Its supply
must regulate its value. This cannot be
fixed by law.
The remedy proposed in the bill can
be roached by stipulating in the charters
of banks the per centum which they
may charge on loam. It is whore capi
tal is combined in these institutions that
the evil exists, and there the remedy
should be applied. Among individuals
money should be free as ether commodi
ties ; its price regulated by the conven
ience or necessity of the-parties or cir
cumstances.
How unwise Mr. Wilkcs, bill must be
apparent to all. Based upon these anti
quated theories, which have been woigh
ed iu tho balance of cxpericnoe, and
found wanting, its effect if it becomes
a law must be to fright away money
from our State, so much needed. No
wc say, let the money come, until the
supply exceeds the demand and then
must its value or rite of interest de
crease. Wc hope when the "ayes and
nocc on the bill" are called, the members
from Orangcburg will bo with tho peo
ple, against Mr Wilkcs and his Enter
prise.
Religious Services in the Hall of
the House of Representatives.
It seems that the House of Rcprescu
satires have declined openiug their Hall |
for religious services, on the Sabbath.
The motion to allow its use for that pur
pose, when desired by either the
Chaplain to the Senate or House, pre
sented by Mr. Byes, having boen laid
upon the table after quite a lengthy and
characteristic discussion. The Republi
can in reporting this action, said it was
upon the request of a "strolling guerrilla
preacher" that this action was taken !
Being thus betrayed into a nibtake, tho
editnf of the Erpuhlirau confesses his
error in generous terms, and in doing
this, makes the following reference to
one of our citizens, iu which our readers
tuny be interested :
? Last week a paragraph appeared in
the Columbia correspondence of this
journal which wo now deeply regrot. It
was stated that?
"Some member made a motion to give
the use of the House of Representatives
to a Btrolling preacher now in tho city,
to sec what he could do with the people
of Columbia."
Then followed comments on the de
bate in the House on this motion. That
debate in the better recent light which
hns come to us, we pronounce scandalous,
indecent, totally unworthy of the repre
sentatives of a Christian people.
Wc supposed that the motion really
referred to "a strolling preacher," as
said. Thus regarding it, wc published
the comments, for the simple reason that
we do not believe that it is proper for
every strolling preacher to petition the
Houbo for the use of their Hall; for,
sad to say, some are in the strolling and
preaching Hoc who are better fitted for
other business.

opening of the- Hall for Sunday religious

mont, and rcccivod his degree of A. M.
from Middleberry (Vt.) College, and
his degree of D. D. from Allegheny Col
lege, at McaJvillc, Pa. He was, for sev
eral years, managing nnd responsible
editor of tho Vermont Christian Mcsseu
g r, secretary and financial agent of tho
State Bible Society, representing his
(Conference in tho Ueneral Conference^
He served as Chaplain in the Vermont
Senate, and in the United States army
during tho recent war. He is now Pre
siding Elder of the Charleston district
of the South Curolina Conference, and
tho President of the Claflin University.
