Taxation is the vital ? power of all gov
ernments, and I invoke your sorious at
tention to tho necessity of a strict econo
my in expenditure, ho that no more
taxes be levied thnu is consistent with
an efficient administration of tho gov
ernment. Notwithstanding the consti
tutional provision for a uniform nnd
equal rate of nssestneut and taxation,
the taxes on real and personal property
hare bocouie onerous, while railroads
nnd other important interests are virtu
ally exempt. There is much room tor
retrenchment iu the salaries of county
officers, and especially iu that of school
and comity commissioners, whose com
pensation is greatly disproportionate tj)
?the trifling* amouut of duty performed
by them. Having thus submitted to
you the condition of tho Stale, und made
those recommendations as to your legisla
tion which seemed to me judicioust I
might perhaps properly conclude this
message; but I cannot refrain from say
ing what I feel deenly. I am conscious
that I have been re-elected hy a large
majority of the citixoiis of this State?a
majority so large ? as to secure my ad
ministration against any opposition of
practical consequence, and I trust that
my conduct iu the future, as it: the past,
will show how thoroughly I recognise
thb confidence which has been vouchsafed
to me?hut 1 cannot refuse to recognize
the fact that a large body of those in
whose hands the wealth, the influence
and the cducatinu of the State have, in
former times, been entirely placed, ami
in whose hands, to a very considerable
extent, they are still placed, have been
opposed to the party of ivhich I am the
chosen representative, and are to-day
apprehensive of the results of my ad
ministration. As far as 1 am individually
concerned, while 1 wish it were other

Railroad Favors.?Tiie South Caro
lina Conference, of tho Mothudist E.
Church, will hold its next session at the
Claflin Uuiversity, Orangcburg, com
mencing Dceeiubcr 22d, Bishop Simps?u
presiding. Examinations on the after
noon and evening of tho 21st. The
South Carolina Railroad will carry mem
bers and delegates lor laro oue way, pro-,
vided the return ticket js called for,
when the ticket is purchased to the Con
ference. The Greenville and Col?'nibia
Railroad will return those in attendance
on certificate of the Secretary of the
Conference. Tho Wilmington and Man
chester, North-Eastern and Clieraw and
Darlington Railroads carry clergymen,
traveling on official business, at half faro.
Let all those who propose to attend the
Conference ti'.kc due notice and govern
themrelves accordingly.

This election came off <m Wednesday
last. T. J. Robertson wr.s re-elected hy it
complimentary majority. The contest
was warm in the extreme, and every spe
cies of electioneering resorted to and ex
hausted. Several colored candidates
were in the field, and who. to judge from
the drifts of their appeals to color, would
never have (Ironmod of running fur U. j
S. Senator, hnd it boon their fortune or
misfortune to have been born white.
'.'Our poor opprcssod colored race" was
the cry of every black man that offered
himself fur the position. Of its effectu
ality, even upon the sable portion of our
Legislature, bjt the result, uf fhe struggle
attest.

Now we have no objection to a color
ed mat) being elected to the Senate of j
j the United States (rom Sou;h Curoliua;
. but we do object to one goi:>g there to
I represent exclusively Iii? own hue and
I complexion. We do not protend to say
I however, that either of the candidates,

but we do emphatically assert that their
appeals to color were indicative of such.
As it is, Robertson is re-elected, ilo

For these and other reasons, we are glad
of his success.

are very happy to notice the altered tune
of Republican, in your issue of last week,
