would respectfully call your attention.
MISCELLANEOUS
Gentlemen of the General Asxanhfy?
Taxation is the vital ? power of all gov
ernments, and I invoke your gorious at
tention to tho necessity of n strict econo
my in expenditure, so that no more
taxes be levied than is cousistcnt with
an efficient adiuinistrntiou of tho gov
ernment. Notwithstanding the consti
tutional provision for a uniform and
equal rate of assostneut nud taxation,
the taxes on real and personal property
have become ouorous, while railroads
and other important interests aro virtu
ally exempt. Thore is much morn for
retrenchment iu the salaries of county
officers, and especially in thut of school
-.and county commissioners, whose com
pensation is greatly disproportionate U>
"the trifling amount of duty performed
by them. Having thus submitted to
you the condition of tbe State, nud made
those recommendations as to your legisla
tion which seemed to inc judioioust I
might perhaps properly conclude this
?message; but I cannot refrain from say
ing what I foci deeply. T am conscious
?that I have been re-elected by a largo
majority of the citizens of this State?n
majority so largo ? as to secure my ad
ministration ngaiust any opposition of
practical consequence, ard I trust that
my conduct in the future, as its the past,
will show how thoroughly I recognize
the confidence which has been vouchsafed
to me?but 1 cannot refuse to recognize
the fact that a largo brdy of* those iu
whoso hands the wealth, the infiuoucc
and the education of the State have, in
former times, been entirely placed, and
in whoso hands, to n very considerable
extent, they arc still placed, have been
opposed to the party of tvhich I am the
chosen representative, and arc to-day
apprehensive of the results of my ad
ministration. As far as I am individually
concerned, white- I wish it were other
wise. I will bear with - patience the
denunciation that I know proceeds from
an entire misconstruction of my acts, my
thoughts and my f> clings. tint, if I
know myself", that which I desire above
all things is the restoration of harmony
to tho disturbed opinion of this State,
itbo recognition by all clisses in the State
.of their mutual dependence and their
? common interest ; and if I could close
my term of office knowing that my efforts
had boen successful in making all men
feel onco woro that thoy have a common
interest iu the reputation and prosperity
of tho State, I should rest content with
myself and thaukful to the God of Peace,
who usod mo as His instrument. I know
how difficult this will be ; but, iu conclu
sion, I will say that I will pledge myself
to every legimatc effort for the accom
plishment, of this desirable result, and
will hail, as the best friend of the State
and my administration, every and any
man, supporter or antagonist, who will
aid mo in any way to compass this per
j?ect work of peace.

This election came ufT on Wednesday
last. T. J. Robertson wns re-elected by u
complimentary majority; Tho coldest
was warm in the extreme, aud overy spe
cies of elect ioueeriltg retorted to and ex
hausted. Several colored candidates
were in the field, and who, to judge from
the drifts of their appeals to color, would
never have dreamed of running fur U.
S. .Senator, had it beeti their fortune or
misfortune to have boon born white.
''Our pnor oppressed colored race" was
the cry of every black man that offered
himself for the position. Of its effectu
ality, even upon the sable portion of our j
Legislature, lot the result of/he struggle

Now we have no objectiou' to a color
ed man being elected to the Senate of
the United States from South Carolina ;
\ but we do object to one going there to
represent exclusively his own hue aud
complexion. We do not protend to say
however, that either of the candid;.tos,
who solicited the votes of our Qcucrul
Assembly on ? Wednesday last for that
position, were guilty of such intentions;
but we do emphatically assert that their
appeals to color were indicative of such.
As it is, Robertson is re-elected. He
is nu energetic and hard working man.
Fur these and other reasons, we are glad
of his success.
To stay at home, is the fate of those
vrho made their mournful and plaintive
?rpeala to "men of our color." Esneri
oticf, perhaps, will yet be severe enough,
especially, in the euer of these men, to
teach them that to know a aau on ac
count of previous condition race or eoler,

thus discriminate, will ere long meet

pathetic way ol talking, we admit, but to
say the least of, very ineffectual. "My

are very happy to notice the altered tone
of Republican, in your issue of last week,
compared with bis former article. lie

children are allowed to attend, will be

yet either classes prohibited from at

colored child, from said free school f
Will Republican become the guardian
of Haid school, and drive away all the
Colored who might prefer to attend? ' If
he should not do this, and a eolored child
should attend suid school, would not the
prejudice against the colored child
break up the school by scattering the
whiles.

the great majority of tho white people

of free schools. They regard free sehools
us a nuisance not to ho tolerated by the
noble blooded aristocracy of this section.
It is looked upon as a sort of a "Yankee

all who lore the South, and worship ut

will net vote for free schools, nor pa
tronize free schools, hut they hohl them
