Taxation is the vital ? power of all gov ernments, and I iuvoke your sorious at tention to the necessity of a strict econo my in expenditure, so that ho more taxes be levied than is consistent with an efficient administration of ti e gov ernment. Notwithstanding the consti tutional provision for a uniform and equal jrato of asscsineat aud taxation, the taxes on real and personal property hare become onorous, while railroads and other important interests aro virtu ally exempt. Thore is much room tor retrenchment iu the salaries of county officers, and especially in that of school and couuty commissioners, whoso com pensation is greatly disproportionate tp ?the trifling amouut of duty performed 'by them. Having thus submitted to you the condition of the State, nud made those recommendations as to your legisla tion which seemed to mo judicioust I might perhaps properly conclude this -lucssagc ; but I cannot refrain from say ing what I feel deen-ly. I am conscious that I bare been re-elected by a large majority of the citizens of this Stotc?a ?majority so largo * as to secure my ad ministration agaiust any opposition of practical consequence, and I trust thut my conduct in the future, as iu the past, will show how thoroughly I recognise the confidence whioh has been vouchsafed io nie?but 1 cannot refuse to recogoizo the fact that a largo body of those iu whose hands the wealth, tho inilueucc and the cducatiou of the State have, iu former times, beeu entirely placed, and in whese hands, to a very considerable extent, they aro still placed, have been ?opposed to the party of tvhich I am the chosen representative, and aro to-d?y apprehensive of the results of my ad ministration. As far as I am individually concerned, white 1 wish it were other wise. I will bear with ? patience the denunciation that I know proceeds from an entire misconstruction of my-acts, my thoughts and my f> clings. But if I know myself, that which I -desire above all things is the restoration of harmony to tho disturbed opinion of this State, ' the recognition by all clissos in tho State of their mutual dependence and their ? common interest; and if I could close my term of office knowing that my efforts had been successful in making all men feel once moro that they have a common interest iu the reputntiou and prosperity cf tho Stato, I should rest content- with myself and thaukful to the God of Peace, who used mo as His instrument. I know how difficult this will be ; but, in conclu sion, 1 will say that t will pledge myself to every legimnrc effort for tho accom plishment, of this desirable result, ami will hail, as the best friend of the Stato and my administration, every and any man, supporter or antagonist, who will aid mo in any way to compass this per flGect work of peace. . Tho contest was warm iu tho extreme, aud ovory spc icies of electioneering resorted to and ex hausted. Severn] colored candidates were in the field, and who, to judge from the drifts of their appeals to color, would never havo dreamed of running for U. S. Senator, had it becu their fortune or Misfortune to have been born white. "Our poor oppres jd colored race" was the cry of every black man that offered himself for the position. Of its effectu ality, oven upon the sablo portiou of our Legislature, lot the result of ?ha. struggle Now we have no objection' to a color ed man being elected to the Senate of* i tho United States from South Curolina; but we do object to one going there to represent exclusively his own hue atid complexion. We do not pretend to say however, that cither of the candidates, who solicited the votes of onr General Assembly on 'Wednesday last for thut position, were guilty of such ib'teutions; but we do emphatically assert that their appeals to color were indicative of such. As it is, Ilol erts in is re-elected. IIo is au energetic and hard workiug man. For these aud other reasons, we arc glad of his success. To stay at home, is tho fate of thoso who made their mournful and plaintive appeals to "men of our color." iSxneri* once, perhaps, will yet be severe enough, especially, iu the ease* of these men, to teach them that to know a ciau on ac count of previous condition race or color, is unrcpublican, and that those who thus discrjuiinnte, will ere long meet that oblivion which such u course must ncce?8;trilly create for them. To Editor of Ecu-* :?The Trustees are very happy to uotico the altered tone of Republican, in your issue of lust week, compared with his furnier article, lie does not now assume that our existing schools itro formed upon nr. nnti-republi enn bnsis or that they .arc for somo un mcutioucd crime ; but. it now appears that he thinks no schools where colored children arc allowed to attend, will be patronized by them on the nvcount of | the prejudices of the . ichitss against tho colored. But wo ask Republican how a Echool( can be truly n free school, orga nized on hi Republican basis, aud bo free to all classes 00 the same conditions, and yet cither class i^e prohibited from at tending such schools ? If another free school should bo opened in this district, and should a colo^p child wish to at tend, who has tho right to drive said colored child, from suid free school? Will Republioan becomo tho guardian of said school, nnd drivo away all tho colored who might prefer to attend? lf'| he should not do this, aud a colored child Bhould attend said school, would not tho prejudice against the colored child break up the school by scattering the whites. But ns far os we are nblo to judge, the great majority of tho white people id this section uro opposed to any hind of free schoola. They regard free schools us a nuisance not to be tolerated by the poblo blooded nristocrnoy of this soction. It i* looked upon us a sort of n "Yankee ami nigger," institution which has boon imported by ''Carpet-buggers," ami should be scorned, uud frowned upon by ail who love the South, and worship at the shrine of hor departed glory. They will nut vote for free schools, nor pa tronizo free schools, but they hold them nil iu tho same repute aw the Bureau jichoolsf the like to which Repuhl.cau re fers. Tho pa rents of the white children or tho place do not wish of us, what Republican as sumes, up they are not so inconsistent as to ask what they, in their sentiments so conscientiously oppose. In the mean time, wlrilo wc arc opposed to all cruel and unjust prejudice, in any community, we should bo glad to do all wc can to promote tho interests of f'roo schools.
