THE OHANGEB?RG NEWS SATURDAY, NOV. 27, 1869. MALCOLM I. BROWNING, Bditor. Gen. Wade Hampton's Speech at, Macon. The oration of Gen. Hampton at the Georgia State Fair on tho 17th instant was decidedly one of his most splendid snorts. Its tone of high patriotism and oftruo realisation of the destiny and duty of the Southern people commend it to every heart, His views of labor and the colored people, are practical nod wise. Ho thinks that tho colored man from his constitution aod situation is the most efficient laborer for tho South; that it, that he can be made the most valuable nod effective laborer that we can get. But in order to render him ?ach both the land-Owner and the colored man himself have much to do. "We," he says "must exercise great forbearance, constant prudence and steady kiudncss. We must make him feel that his interests are iudissolubly bound up with ours; that hiyh prices for our products insure hiyh wages for him. Let us he scrupulously just iu our deal ings with him, let us assist him in his sapiraaVwss for knowledge, and aid him in-its-acquisition. Try to elevate him in the scale of true manhood, of civilisa tion and humanity, so that ho may be fitted for the high duties that devolve upon him in bis new position." On this subject the gifted speaker said that he spoke from experience. His old slaves are working on his plantations and their labor has increased in its value each year since emancipation. He is about to put up a school-house and a church for than and to help pay their teachers. His kind treatment and high sense of duty to them in their new relation has ben noticed and appreciated by them, for says he. 'T am now on my way to Mississippi, by request of hundreds of negroes, besides my own laborers, to ad vise them what course to pursue in the coming election there." This is grand. 'Tis uo '-accepting the artaaajion," 'tis no conservatism, 'tis no .third party, 'tis no compromise of prin ciples" for it is Hampton. This is the tone of this great speech, and we regret that space forbids our quoting more largely from it. This is the grand high duty of the white people at the South. The loud demagogue who would fawn upon and cater to old habits of thoughts, would ridicule or deplore the eouiiog doom of the colored race at the Couth. The philanthropist, the patriot, the representative of a Christian people would utter the sentimcuts of We would that these sentiments could reach overy man through the broad land, and that every heart would acknowledge their'truth. "It matters less what is said (ban who says it," is the adage based upon expe rience. Hampton, thau whose name, none stands higher in influence among Southern men says these things. Will it not be a great day for us, when the colored men, convinced by his deeds aud his course that his old master is his best friend, shall send for him and rally around Mrs, and ask his advice as to their duty and their ballots, and when her own sons, elected with the aid and consent of the colored' mon shall rule aud represent our country. Such a result is brightly promised by this course and these high words of Hampton. The game-of the present regime of the South, is too plain, too bald, to be long unseen by tho colored people. Their own aggrandizement is their policy. Tho realization of this and its reaction in their own minds is beginning to ex hibit itself in the words and actions of our cole-red people. Lot us perform our high' duty, as a civilized and Christinn people to them, thus recently invested with tho sacred rights of freemen and citizens, so new and strange to them, and they will respond to our efforts. ""Tis the only way?the only way that our State can be restored to us, our labor placed upon a sure and mutually profita ble basis, and our present political and agricultural difficulties removed. This is the only way. Hampton says 60. Doings in Columbia. The Legislature met on Tuesday last. Speaker Moses delivered a grandiloquent speech. The me*to?e of Governor Scott was read, in both houses oD Wednesday. It is comppabeBsivo embracing all ?nb jects of the State government. It ad vises against all State aid to railroao! schemes, and rooommeode a deduction of taxes for the next fiscal year, advocates a system of apprenticeship in the State, and advises a chango in the jury system, ? admitting frankly tho mockery of jus tice, it exhibits as now settled. Upon all these subjocts its tone is liberal and its views certainly wise. "Altogether," says the Ckmrier, "it is more moderate and practical titan any of his previous utterances." It is only with his views upon the labor question that we cannot agree with Governor Scott. <'Tho price of labor cannot bo compulsory auy moro than the profits of capital. These must regulate themselves according to the law of supply and demand To exoitc labor as tho coerce of capital, would be as un just to combine capital against the pro per fruits of labor." The views of tho message as to the homestead are wise and sensible. It I says that this benefioient enactment of I law should bo extended to aid and pro tect all classes of laborers, and to the ex emption of their personal effects to the amount of five hundred dollars. The allusion to the dying words of the Emperor Severus, who, the Governor says was a colored man, was a little un fortunate, as is the common fate of hi/a lutin. The. message says that the col ored emperor, rallying his dying ener gies, in response to the application of the centurion for the pass-word exclaimed, "Laboremu?," let us work, and expired. The application of the Colored empe ror's remark to his "brethren of all time," should be liberal, and cannot by the literal traulation of the Governor be construed to menu; "let us legislate." Ry the action of the Senato, nil aid to tho Railroads is dead for this session. The bill to abolish the Township sys tem will, iu all probability, pass. The labor convention met on Wednes day. Its object Is to form Couuty labor associations. Wc havo already protested ngaiust this movement, and fear that the act ion of the convention will bo injurious to our agriculture and to iudustry in gen r 1. The South Carolina Club. A mccliug of young men, iu atten dance upon tho Fair from different por tions of the State, was held, on Friday 12th iust., with a view to the organi zation of a society for tho purpose of | promoting social intercourse amongst the gentlemen of South Carolina. The so ciety, under the name of the "South Carolina Club," was duly organized by the election of the following officers; William T. Gary, Kdgcficld, President; Wade Hampton. Hichlaud. J. At Denver City, Colorada, many large build- j ings were unroofed; at Golden City, the new Episcopal semiuary was blown down, and at Georgetown, not far off, twenty houses prostrated, at a loss of 850,000.
