In its material results tho oc casion is no important one. An impetus has bocn given to all branches of indus try, ah eucouragoment to all kinds of agricultural and farming enterprise. Tiio\ast*tnrongreprcsenting theoucrgy ami strong! h of the State, have separated to their homes, rofreshed and cheered by the tokens of progress aud restoration sent ?p froin all parts; tho bright festiy ity has ended leaving ouly happy rccol lections; tlm carnival of the harvest season,' lias, sped, but its rich fruits, and productions, aud tho glad feelings of con tent, and hopes for the future, linger as the happy memorials of tho occasion.? Our people can well exult at tho issue. Respite uli their ills, too familiar to need enumeration, they have exhibited to themselves aud to the stranger, that by thejr prowess of pride, energy, and in dustry; they will restore their pristine prosperity. . No brighter scene occurs in the annals ofpeoples. No grander, trophy of tho triumph of tho artf of peace is exhibited than upou this significant oc casion. "Out of the depths" of their prostration aud ruin by their great reso lution have they given this high assu rance ol their ultimate and glorious vin dication. To the penplo of our own county, wc would offer this bright en couragement, and deepen the impressions of cheer. Respite your ruius, despite anarchy and misrule, despite the abnor mal and monstrous aberration of your governmeut, despite these, and over all these, will your integrity, and energy, ultimately and gloriously triumph. Yes ? your integrity will receive its reward, and yoor energy of effort will bo reflected in splendid success. Words of cheering import would we give to 3-ou, now, for they spenk almost themselves, from out the bright festival ot the State that has just closed. We have space to note but a few of the premiums: A portable steam engine, manufactured by Richard Tozer, of Columbia, won a gold medal. Master C. T Mason, of Sunder, eigh teen yesrs of age, received a special complimentary premium of a silver medal for a miniature steam engine. Messrs. Childs, Johnson & Co., (Sa luda,) Geo. W. Williams & Co., (Batos villo,) ard I). F. Convert, (Rivingsvillc.) received premiums for superior home manufactures of yarns, nsnaburgs, etc. Mr. J. M. Crawford, Columbia, re ceived the highest premium for best bale of upland cotton. Miss Rosa Rautzicr, Orangoburg, the premium for best piano cover. Thos. O. Bacoo, Edgcfiold, best thor ough bred 3 year old. General Johnson Ilagood, Rarnwoll, received a premium for 3 year old light draft horso. Col. A. R. Goodwyn, Orangoburg. a premium for a pony stallion 4 years old. Joseph Rates, Richland. presented the best pair of match ponies, South Caro lina raised. T. S. Rulow, Collcton, best Chester pigs, 4 months old. Judge Carpenter's Clinrge to Ihe Grand Jury in Charleston. Our readers remember the shooting af fair in Council Chamber on the night of October 24th. Upon that occasion Al dermau T. J. Mackey fired three shots at Alderman E. W. M. Mackey. In conse quence of this act, T. J. Mackey was in dicted for ''assault with a concealed weapon." Upon this indictment the grand jury at the preseut term in Char leston returned "uo bill." Owing to the notorious circumstances of the act, and tho strange return of the grand jury,?Mr. Solicitor Seabrook called his Honor Judge Carpenter's at tention to the caso and requested that a new indictment, begiveu out to the grand jury. Ilia Honor, in an able charge to the jury gave out a new indictment aud bade thorn rotiro and reconsider their re turn. The not and the language of Judge Carpenter ia worthy of note and praise Every man, must Hud that bis feeling of commendation and admiration of this high discharge ol duty, will rise superior to his political bias ami prejudice. Hon or to whom honor ie due ! The Qniud Jury returned the indict ment against T. J. Mackey, reporting no bin. E. R. Seabrook, Esq., acting for thu Attorney-General of the State, thereupon rose and said: May it Please Your Honor:?I dis claim tho idea of persecuting any party who stitids.before this Court criminally poetised, aud desire that only justice ?hell be done. But the circumstances of this case are such that I am compelled, as the repr?sentative of the State, to call your Honor's attention to the fact, that while the party., against whom this charge has been made, may havo a valid defence?otic which will avai) ))iui bo. fore the proper tribunal?the jtrf inn /m ir. evidence against him is so strong, that in my judgment the Uraud Juiy havo acted inconsiderately in making this re turn. I wish simply to, do my duty in this matter, without fear ol any man or favor to him, and inasmuch theas sub - -?-r-. ? - jcct has excited public attention, uud the aot'u i) of the Grand Jury is sueh us. does not relioct credit upon the proper cd niinistrutinn of justice, I ask that your Honor will direct a new indictment to bo prepared, and that the matter bo rcc?inmittcd to the Grand Jury. Judge Carpenter: Gentlemen of the Grand Jury:? In order that justice may be done in the Criminal Courts of the country, it is absolutely necessary that there should be perfect harmony between the several de partments of such Courts. 1 have listened to the remarks nf the Solicitor, niul in accordance with his suggestion shall proceed to charge you upon certain topics which require your careful consideration. I do so with no unkind leoling towards the Grand Jury or any member of it, but simply in obedi euec to the dictates of a high and .solcm duty. Tho (Iraml Jury of a county arc a Jury of Grand Inquest, and no crimo can be punished by law Until it has been investigated and become the subject of an indictment This is the commence ment of all criminal proceedings. If the Grand Jury arc corrupt, then the very fountains of justice are polluted. If the Grand Jury are incompetent then the fountains of justice arc obstructed. In the case bolore us, it was announced in tho newspapers, known to the com munity at large, and published abroad, that a certain member of tho City Coun cil of Charleston had drawn a pistol and fired tlireo shots at a certain other mem ber of that body. Whether that party has a defence or nut, I do not know. The proper place to adduce it is in this Court; and the Grand Jury were in structed on the first day of the session that they had no right to inquire into the eh tractor of that defence They were simply In determine whether the majesty of the law had been Offended, and to re port ace irdingly. Not only with reference lo this ease oro there loud murmurs, but then' an other matters which have boon the sub ject of grave complaint-. It has been remarked thai some portion of the Grand Jury ?I d > not know the parties, or 1 would promptly discharge them from office?were indiscreet enough to snv they did not care what the Oomt s.JJ, they WO?ld indict or acquit the men they pleased. More than that; it is alleged, and 1 have reason *o believe that a por tion of the Grand Jury do not proceed upon the testimony before them, hut with releicuee solely to the color or politics of the accused. Now. whenever it comes to pass that no Hill of indicmcnt for a crime committed, can be found against a nein because he happens to be Republican or a Democrat, the source of justice itscorrupted uud its administration is a contemptible farce. You ami 1. genthmen of the Jury, hive duties to perform, and the Judge or Juror who regards the race or color of an individual in determining his guilt or innocence, commits a perjury before high Heaven. Kveiy Juror has solemnly sworn that he will present according to the'*facts, and not ticci riling to the color or the politics of the Uliin accused; \et it is notoriously stated that political status is mudo the basis ol deliberation in the Jury Room, and justice is administered with rofori nee thereto. Nay more. It is bohly asserted, and not in a corner?it is public opinion, and not confined to any political party?thai theGland Jury have, inscvcrui instantes, not only failed to indict the accused where the prod" showed it ought to have been done, but absolutely turned him loose and indicted the accuser. It is commend able to bring a criminal to justice, but if ti be. true that instead of effecting ths object, the Grund Jury throw around the criminal the sh'eld of protection, and seize upon and punish his accusers, it is a perilous undertaking indeed, to make an i'.ttcitipt to invoke the power i f a Court. There is another subject to which 1 dosiro to call your attention. It is a grave offence against the laws of the country for any officer of this Court, or any oilier person, to tamper with a jury. And if the Sheriff, the Clerk, or any other person, has at any time talked to a Grand Juror, ami told htm that a certain Hill OUght not to be louud, it is the duty of the juror to make the statement to this Court, uud have him presented, tried and punished. The crime is a grave one; and if it has occurred, I demand of you /o expose it in (he proper manner, and bring the offender to justice. I want the Grand Jury to understand that t!i so tilings nie nut done in a cor ner.
