Our people can well exult at tho issue. Despite'aft their ills, too familiar to need ?numeration, they have exhibited to themselves aud to the stranger, that by ihcit prowess of pride, energy, and in dustry; they will restoro their pristiue prospority. No brighter scene occurs in the annals of peoples. No grander, trophy of tho triumph of tho arti> of peace is exhibited thauupon this significant oc casion. "Out of the depths" of their prostration and ruiu by their great reso lution have they given this high assu rance of their ultimate and glorious vin dication. To the people, of our own county, we would offer this bright en couragement, and deepen the impressions of cheer!. Dcspito your ruins, despite anarchy and misrule, despite the abnor mal and monstrous aberration of your government, despite these, and over all these, will your integrity, and energy, ultimately nnd gloriously triumph. Yes ? your integrity will receive its reward, and your energy of effort will be reflected in Bp! ndid success. ?Words of cheering import would we give to you, now, for they speak almost themselves, from out the bright festival of the State that has just closed. \Ye havo space to note but a few of the premiums: A portable steam engine, manufactured by Richard Tozcr, of Columbia, won a gold medal.' Master C. T Mason, of Sumter. eigh teen yexrs of age, received a specia' complimentary premium of a silver medal for a miniature steam engine. Messrs. Childs, Johnson & Co., (Sa luda,) Geo. W. Williams k Co., (Batcs villo,) and D. F. Convert, (Bivingsvillo,) received premiums for superior home manufactures of yarns, nsmtburgs, etc. Mr. J. M. Crawford, Columbia, re ceived the highest premium for best bale of upland cotton. Miss Rosa Dautzlcr, Orangeburg, the premium for best piano cover. Thea. G. Bacon, Edgcfield, best thor ough bred 3 year old. General Johnson Hagnod, Baruwoll, received a prctuium for 3 year old light draft horse. Col. A. D. Goodwyn, Orangcburg, a premium for a pony stallion 4 years old. Joseph Bates, Riehiand. presented the best pair of match ponies, South Caro lina raised. T. S. Bulow, Colleton, best Chester pigs, 4 months old. Judge Carpenter's Charge to the Grand Jury in Charleston. ? Our readers remember the shooting af fair in Council Chamber on the night of October 24th. U pon that occasion Al dermau T. J. Mae key fired three shots ut Alderman E. W. M. Maekey. Iu conse quence of this aet, T. J. Maekey was in dicted for "assault with a concealed weapon." Upon this indictment the grand jury at the present term in Char leston returned "uo bill." Owing to the notorious circumstances of the act, and tho strange return of the grand jury,?Mr. Solicitor Seabrook called h't? Honor Judge Carpenter's at tention to the case and requested that a new indictment, be given out to the grand jury. His Honor, in an able charge to the jury gave out a new indictment and bade tbom retire nud reconsider their re turn. The act and the lauguuge of Judge Carpenter is worthy of note and praise. Every man, must find that his feeling of commendation und admiration of this high discharge of duty, will rise superior to bis political bias and prejudice. Hon or to whom honor in due ! The Gmud Jury returned the indict ment against T. J. Maekey, reporting no bill. E. B. Seabrook, Esq.. acting for tho Attorney-General of the State, thereupon rose and said: May it Please Your Honor:?I dis claim the idea of persecuting any party who stands.before this Court criminally accused, aud desire, that only justice ?haH be done. But the circumstances of this case ace euch that I am compelled, as the representative of the State, to call your Honor's attention to the fact, that while the party,, aguinst whom this charge has been itisdc, may havo a valid defence?ouo which will avui) him bu fore the proper tribunal?t\\c jt/ima facie evidence against him is so strong, that in my judgment the Grand Jniy havo acted inconsiderately hi making this re turn. I wish simply to do my duty in this matter, without fear of auy man or favor to him, and inasmuch thens sub jcct has excited public attention, uud the act'n n of the Grand, Jury is such us does not reflect credit upon tho proper ad ministration of justice, I usk that your Honor will diruct n new indictment to bo prepared, and that the matter bo recommitted to the Grand Jury. Judge Carpenter: Gentlemen of tho G rand Jury:? In order that justieo tnty be done iu the Criminal Courts of the country, it is absolutely necessary that there should be perfect harmony between the several do part incuts of such Court?. I have listened to the remarks of the Solicitor, and in accordance with bis suggestion shall proceed to charge you upon certain topics which require your careful consideration. 1 do so with uo unkind looting towards tho Grand Jury or any member of it, but simply in obedi ence to the dictates c-f u high and .soloui duty. Tho Grand Jury of a county arc a Jury of Grand Inquest, and no crime can be punished by law until it hasbcou investigated and beconio the subject of an indictment. This in the commence ment of all criminal proceedings. If the Grand Jury ore corrupt, then the very fountains of justice, are polluted. If the Grand Jury arc incompetent then the fountains of justice arc obstructed. In the ease bclore us, it was announced iu tho newspapers, known to the com munity at large, ami published abroad, that a certain member of tho City Coun cil of Charleston had drawn a pistol and ?red three shots at a certain other mem ber of that body. Whether that party has a defcuco or nut, 1 do not know. The proper place to adduce it is iu this Court; and tho Grand Jury wore in structed on the first day of the session that they had no right to inquire into the character of that defence. They wore simply to determine whether the majesty of the law had been offended, a?d to re port ace ?rdingly. Not only with vcfereiiee to this ease aro there loud murmurs, but there are other mat tore which have been the sub ject of grave complaint. It has been remarked that some portion of the Grand Jury?1 do not know the parlies, or I would promptly discharge them from office?were indiscreet enough to say they did not care what the Coin t s..iJ, they would indict or acquit the men they pleased. More than that; it is alleged, and I have reason 'n believe that a por tion of the Grand Jury do not proceed upon the testimony before them, but with refcieucc solely to tho color or politics of the accused. Now. win never it comes to p iss that no Rill of indicmcnt for a crime committed, can be found against a man because be happens to be Republican or a Democrat, the source of justice is corrupted aud its administration is a contemptible farce. You and I. pentK men of the Jury, hue duties to perform, nnd tho Judge or Jutor who regards tho race or color of an individual iu determining his guilt or innocence, commits a perjury before high Heaven. Bvcry Juror has solemnly sworn that bo will present according to tint* facts, and mit according to tho color or the politics of the mau accused; vet it is notoriously stilted that political statin is mudu the basis of deliberation iu the Jury Room, and justice is administered with refen nee thereto. Nay more. It is boldy assorted, and not in a corner?it is public opinion, and not confined to any political party?that the Grand Jury have, in several instant 08. not only 'ailed to indict the accused where the pro if showed it oupjit to have been done, but absolutory turned him loose and indicted the accuser. It is commend able to bring a criminal to justice, but if ti be true that instead of effecting ths object, the Grand Jury throw around the criminal the sh'cM of protection, ami seize upon nnd punish bis accusers, it is a perilous undertaking indeed, to make an attempt to invoke tho power of a. Court. There is anniLjr subject to which 1 desire to call y? .ir nttention. It is a grave offence against the laws of tho country for uuy officer of J his Court, or any other person, to tamper with a jury. And if the Sheriff, the Clerk, or any other person, has at atiy time talked to a Grand Juror, ami told bun that a certain Rill ought not to be fouud, it is the duty of the juror to make the statement to this Court, ami have him presented, tried and punished. The crime is a grave on"; and if it has occurred, I demand of you fo expose it in the proper muriner, ami bring the offender to justice. I want the Grand Jury to understand that these things arc not done in a cor ner. The public eye is fixed on you ami your actions, and it is tnv duty to ad vise you of the fact frankly to the end that volt may do your duly w ith a lull regard in the honest administration of justice.
