MAY 4.?In the court to-day Air. Ringham
disavowed' partisan prejudices; said he was
there as tho representative of the people, lie
applied the term hired fieijuenlly to the Presi
dent's counsel. Said Kvarts' speech had
more Latin than law. more rhetoric than logic;
more intellectual pyrotechnics than either.
He argued that the resident had no right to
construe laws, and that the Supreme Court
bad no possible jurisdiction in the ease. lie
narrated Lincoln's assassination, and incidents
from fugitive slave law. operation. He said
"The gentleman who opened the case claimed
that the President may judicially com true the
constitution for himself, and may judicially
determine, whether your laws are passed under
the constitution, and whether he shall execute,
?them." 11. repeated this, that it might be
buried into the hearts of the Senators. The
laws were only to bo executed if it pleased his
highness Andrew Johnson, first king of the
I'nitdd States. If the President can do this
as is insisted upon by his advocates, he Mr.
R., insisted that the constitution which wo
had been taught to revere, as the bulwark of
our liberties, is a constitution of aliarchy?a
constitution which invites violation of the law,
not obedience to it. And be insisted further,
that if Senators by their judgment should
countenance this plea, they would bo the
architects of their country's ruin?they would
give over this land to endless chaos and
anarch}*. No matter what demagogues may
say about it out of this chamber, the issue is
anarchy in this land, and the recording angel
of iliat^ny is ready to trace it. ..That is .all of
it. It is the head and front of Andrew John
?
sou's .offending that he has assumed (o himself
the prerogative of interpreting the constitution
and deciding upon the laws for himself. In
spite of ail the lawyers' tricks, in spite of all
tho technicalities, this was it. With iilli
respect to Senators, and to tho able counsel,
after the weeks and weeks of discussion n:i
this case, if there i? one man who does not
understand this simple proposition, then (jod,
in Iiis infinite wisdtnn, has denied hhu reason.
MAY 5.?Ringham argued that evil intent
was dot necessary to conviction. The counsel's
argument on.this subject, was puerile and hot
fit for the ears of the Senate, lie maintained
the oneness of the appointing and removal
power, and that undue weight had been given
to the tlebato ef 1700. lie maintained that
real administration was impcachablc. Sher
man's remarks regarding Cabinet officers were
not applicable, because, when the bill passed,
the malignity and danger of the President had
not been developed. lie defended Stitntoii as
a calumniated and slandered officer, who bad
proved faithful among tho faithless; and as
one who in all the q mil ties which adorn and
ennoble human nature, has been unoxcludcd
in any age or country. He characterised the
ijm'o itat'i'UiiUi arguments as mere babble in the
earn of the Senate, JIo regards the constitu
tionality of the Tenure of office act, as ? closed
question after voting on it three times. The
Senators who tiuostioned its constitutionality
were themselves iiupeaehable. Ringham conS
eludes to-morrow.

Ringham concluded in effect as follows ; lie

closed the doors, and weilt into secret session.
The court prolonged the secret session,
which resulted' in tho adoption of the follow
ing : That the court adjourn to Monday at
11 o'clock, when it will consider the rules and
the vote on the several articles shall bo taken
at noon Tuesday, without debate. Speeches
shall he limited to fifteen minutes on the
entire, subject and not on each article. Mout
hers may file written opinions within two days
,alter tho vote on the articles, to bo published
with the proceedings.;
A resolution regarding the form in which the
ChiefJustice shall put the question to Senators
was tabled.
Six hundred policemen were on duty in
Xew Orleans day ami night during the
election.
