of Control to the Major and Aldermeu of
Columbia, the municipal authorities of every
city and town in the State and to the Board
of Control of each county, with very significant
remarks on the matter by the Editor
of that paper.
It is evident, by what the Revi*>" rij:,
that tlie governor docs not expect any assistance
to enforce the law from town
authorities, throughout tho State, therefore
lie plainly notifies tbcm that lie intends to
locale d'spensarios and place his own constables
in their midst and pay them out of
the profits from the sales of whiskey to
which the towns may bo entitled. In fact,
tho law eprc'ally provides that tho State
llnrd of Control lins power to withhold all
un fits from towns which in their iuifome.nt,
ilo net enforce the law. Tliis is a very
clastic provision, ami considering the prejutlice
plainly exhibited by the Governor
toward the towns and cities of the State,
with his evident anxiety to make a good
showing from the dispensary law in the
State treasury, looks very much like, "I
will if you don't, and I will if you do."
While we have honestly and conscientiously
opposed the sale of whiskey in tlj^State,
and many of Gov. Tillman's methods
and measures as being arbitrary and undemocratic,
wo as honestly and conscientiously
call upon every good citizen of this town
and county to cooperate with bin; ami the
constituted authorities in enforcing the dispcurary
law.
In the first plrc the pcopie should try to
secure the light man for the office of local
dispenser?a man that will strictly enforce
the law himself and will ece that each ollicial
under him shall do his full duty in
that respict, without fear or favor. That
will lc the surest tost of the good and bad
jualiti s of the law and secure its permauo'icy
va.'.y death.
We cannot close our eyes to the danger
of a "e'ash of am* between the appointed
dispensary constables and the municipal
authorities who do not accept the Governor's
proposition. Whiskey on one side, is not a
cool and peaceal lc element to conic in contact
with icckless nml often excited officers

careful watching with great discretion and

trouble. We sincerely hope that our fears
in this respect will prove to be groundless.

in ibis town cannot possibly be as bad

llev. John A. Porter, of Columbia, is on a
visit to his son, llev. J. S. Porter, and
preached in the Meih dist church yesterday.
Our people don't like the new Railroad
schedule as well as they did the aid one.
After a week w-Vial we tind thst the former
schedule suited us better.
A negro on the up passenger train yesterday,
jumped off the cars at Dunham and was
right seriously hurt. He was taken up by
the Conductor and carried on to Spartanburg
for medical treatment. No blame attaches
to the railroad on account of the accident.
