My Dear Sir : Some day* ago joo called attention throagh yonr paper to the fact thai 1 was Vice President of the National Asaoelation of Democratic clnbo, aod since then 1 hare aera in several of our deaoeiatlc I paper* reference mad* to jour statement, and in on* iaatanceths question was asked why no action had been taken by myself. 1 hare waited to ascertain the views of the Democratic press of 8oulh Carolina, for these papers represeot, in my opinion, the cn!y true Democratic sentiment of U? Stats, and this sootimeot should bo expressed by what are oelled the Conservative papers. My own judgment la dear, that the 'tine kaa come whan tha lina should ba drawn between those who aland on the Ooala platform-end those who stand on that of the National Democracy. No man who upholds the former ean claim properly to be a Democrat, and urless our people choose to support the fallacies of the Ooala adherents or to be led into the Populist party, the true Democrats of the State should organ'te to maintain the priuelples of the Democratic party set 'viiu iu iLc Cluvtgo piatiotui. If my Democratic fellow citizens agree with me that this is the true policy to be adopted, I shall at once proceed to organize Na'ional Democratic Clubs throughout the 8tate. and I shall oxort my utmost efforts to keep the State where it properly belongs, in the great Democratio column. I believe that this can bo done, for oar people will scarcely now in the hour ef victory, forsake the flag they followed so steadfastly and so faithfully when that flag went down in defeat. Unscrupulous demarovues have, hy nroniis*", ntn? of our most honest men, and they have brought shame upon our proud State. I still have abiding faith in the men who followed the starry cross through trials arid carnage; who bore, with the heroism of martyrs, the sufferings of the reconstruction era, and who with a devotion and pluck never surpassed, rescued the State in '70. FOSTER & CO. w A Gibl's New Jaw.?A remarkable surgical operation, illustrating the advancement of medical science, says the Boston Journat, has just been performed on Miss Daisy Bedwell, the aixteen-year-old daughter of Mr. and Mrs. J. J. Bod well, of Yazoo City, Miss. The operation was conducted by Dr. Frank Hartley, consulting surgeon at Roosevelt hospital, and Dr. George Howe Winkler, professor of operative dentistry at tho New York dental sohool. Dr. Winkler, to whose attention the cose was brought in the first in?t?icsc, said tfc~t he learned upon inquiry that when the girl was four and a half years old she lost almost the entire lowor jaw on the right side by necrosis, due probably to a blow or a fall; which frocured the bone so that it came '* away nlm-'St entirely by the sloughing of ithe tissues of the neck under the angle of ^ the jaw and very li'tle through surgical in kifrfercnco. I Dr. Winkler found, on examination, that r TJhe periosiiutn had finally filled up with a jpew growth of bone, which did not grow ,any longer than a four and-a-half-year-old child> should be. The development of the jaw on the other side waa natural. The effeet waa to pu?h the chin round under the right cheek. Dr. Winkler, believing that if the new growth of bone was nawn through it would be possible to force the chin around in front of the face and hold it there poTmanemly. advised an operation, which was performed by Dr. Hartley. He made an incision in the neck, under the angle of the -jaw, sawing the bone in two. Two hard rubber npplinnce*, one on each jaw, were inserted and fastened to their respective teeth. These appliances brought the chin into its normal position by an arrangement of floss silk ligatures and were nllowed to remain in position four weeks, while the external wound was healing. When the external wound was sufficiently healed the work of inserting the permanent appliances was begun. This was done by eol tering upon the lower jaw an upright bolt, which slid up and uowu uu a gold bar soldered t? the upper, allowing the jarrs perfect freedom to open and close, but retaining the lower jaw perfect in the new position to wh;ch it had been brought. The operation is regarded ss highly buc cessful, and the good results obtained are pretty sure to be permanent. Miss lied well and her mother left this city for their home today, and the youug girl was as happy ns if she had inherited a fortune, for she is now a very pretty young woman. New Democratic Tariff Rill.?Cliicago, Not. 0.?The Hon. Charles F. Crisp, Speaker of the House of Representatives, armed at the Palmer House last night. Speaking of the new tariff bill, Mr. Crisp said : ''The House will have somo very important legislation before it at the beginning of the regular sesssion in December, Mr. Wilson's commitiee will have its tariff bill ready at an ^fcarly day. I believe Mr. Wilson's committee will recommend a reduction of the tariff to a revenue basis, in accordance with the declaration of tho National Democratic platform. The tax on refiicd sugar may be reduced considerably, hut the tax on whiskey and beer and tobacco may be increased, It is estimated, I believe that tho increase of ohfc' cent on whiskey will add $10,000,000 to tnc' revenue. The present tax on whiskey is ninety cents ; and say it is increased to $1 .20, that would mean an increase of $00,000,000 to the rovenues of the government." Speaker Crisp said besides tho tariff bill the House would come to a vote on the bill to take otf the ten per cent, tax on State banks. Mr. Crisp said the Democrats might lose a few votes in some sections of the South on account of the repeal bill, but he did not think it would amount to anyhing serious, as the South generally believed in the Democratic party, lu Alabama, where the Populists are strong and wbore so ne free silver 1<ei|)uorals may go over to litem, the DemoFatic party may have a more interesting time limn usual, but lie predicted no disastrous results, iie did not think tbo Democrats would lose a single Southern Stato.
