Mr. Cleveland's New Reform Plans

Washington, 1). CJ.?That uew rulings
arc contemplated, preliminary to a
complete reorganisation .of the working 1

This, it is believed, is one-reason why so
few dopartuientnl changes have been
made. Those thU have been made nrc
on a lino consistent wilh the new rules
sti'.ution of some main features of the '
English system. '
For this purpose legisla'.ion will lie '
needed; and vet considerable pr gross is
possible under the | resent laws.
Mr. Cleveland's cxp riencc, more espccially
during the last two months, has *
set him thinking, and lie has thought 1
like a man disgusted with the idea of 11
public patronage in return for political 1
services. It is reported that in bis own 1
mind he has advanced considerably to- '
waid the plan of employing in the Gov '
eminent service only those who arc best
qualified, regardless of political consid '
orations. The qualifications are to be
ascertained by a Board not less remove ! 1
from partisan influences and cons'dera- 1
{ions than the Supreme Court. The service
is to be arranged in grades, aud under
the best rules known in the business 1
world, whereby fitness, moral, intellectual,
aud physical, will be taken into the
account; politics never.
With making appoint incuts, save those I

' the executive brooch from wh it, fc his

and nn injury iu every light. Mr. Cleveland
is convinced the time has come foi
reforming altogether the practice of op
pointing men to ollieo on paity grounds,
and is giving his best study to the sub
jeet of reforming the evil.
It is understood ll?3 Prcsidc.it Ins persuaded
himself that what he intends to
recommend, will command tin requisite
strength to put though Congress a law that
will permanently reform out of existence
a number of evils which,iu his judgment,
threaten the welfare of the republic; and
he believes the reform will shed renown
on his Administration.
Mr. Cleveland is considering this
question with the aid of members of his
Cabinet, and at the same tunc he is con
as opportunity is afforded. Ocn Schurz,
as I am informed, was ma !e a quaintcd
with the President's purpose 011 his recent
visit to the White House. On the
degree of support this cularg.d civil s rvice
reform may rcceivt? in advance of
the meeting of Congress w 11 depend not
a little Mr. Cleveland's recommendation.
The opinion prevails to a considerable
extent that recent experience, which has
so impressed the President :iml brought
him to think earnestly, will also bring
favor to the proposed system from both
political parties.
