THE ALLIANCE DEPARTMENT.

A8BUKY. S. t\
A GRAND OCCASSIOH.
The National Alliance meets in December
at Oca'a, Florida, and 1 fee that the beautiful
lit'le city of the "Land of Flowers"
intends that our Alliance Brethren from the
different States of the Union shall hare n
' uriijnu.t ra> i? tk. "MMUMUU
State." Oeala proposes to throw open her
doors to the members of the National Alliance
free of chargc^ajid wi'h unbounded
generosity invites them into ber orange orchards
to help themse'ves of the "golden
fru't," nn<l experience the wide difference
in the orango plucked ripe and fresh from
the trees and those that have to be polled
immature for market ; then the railroads
that traverse her beautiful country and the
elegant steamers Hint glide npon her enchanting
livers as ihliy wind in their serpentine
courses to ocean and gulf, are to lie
placed without cost at the disposal of the
brethren, tha'. they may behold eoir.e of tlie
beauties of that wonder-land.
The fair grounds at Ocala arc to be fitted
up anl made a grand Allianco exposition,
filled with the implements, machinery, and
products of our diversified agricultural
^ country. Then, as finishing touch, I see
that at the last meeting of the hoard of
directors tf the Alli-tuco exposition they
have donated 1,000 boxes of oranges as a
free gift to the delegates of the National
Alliance, to hring home to their wives and
children.
My Alliance Brothers, don't we wish we
had been of the favored few that were appointed
by our Stale Alliance to go ?
Wouldn't our precious sc'f sacrificing wives
have looked lovingly and proudly on us as
we would tell them of this Kl Dorado of the
South ? Then how Qur little cotton-headed
einui**en wnutu imve MiloteJ uieir eyes antl
ulrrtehtd their mouths when we would Imve
been able lo present them wi'h a wholr bo*
of oranges ! But, my Brother, I must stop
my pencil from following my imagination ;
and will only beg you nnd yours to live
eoberlv and righteously. that you may hare
a aood umc in tne owcci ujrtf oj*> *?

PROHIBITION.
Not long since, in the city of tireenvillo
I saw a candidate, emtio from one of the
^ "Devil Den," with waicli that city is
ehaincfully cursed, with the distil'ol Devil
that men call whiskey to buy votes. Then
it roquircd no fanciful picture, but only
reality to think of the hcarlneb?r, thewees,
toe curses, the blows, tears, the
orrows the strifes, the crimes, the deb's, the
P* ns, the blasted hopes, the intense degradation
and Miprcnic misery which would
come from that single barrel of whiskey.
Surely, no thinking man will vote for ruck
a Candidate. If men with this vile prison
fill olir inilo 0I1..-I.. ?
? f.wii.-inuiisua una asylums with 1
victims, what Inw is too severe to restrain
ami chain this monster so merciless to mankind
? If it feeds our pcuitcutiurivs oud
drunkard, and the Lord pity any man
that advocates high license. llis plan to
eavo the people from the curse of rum reminds
me of this little poem :
"A smiling young woman of Niger,
Who went out to ride on a tiger,
At the end of therile
She came hack inside,
With her smile 011 the face of the tiger."
Nothing but rnoin iiitiox will please Hod,
and free the people.

LAW AND EDUCATION. '
Divine law, seems to have been instituted J
to restrain wrong and promote right. 1
Civil law, says lllackMone, minus "the !
rules of human action or conduct.*' Our
laws arc only such rules ns our courts, supported
by proper authority, will enforce.
The law! of our republic rests, not on hayo- 1
nets, as iu Europe, but on the hearts, will,
an I intelligence of a free people. Or, to adopt
the words of Lincoln. "Ours ia a government
of the poiple, for the people,
end by the people," hence tho grand imcnco
of our social and political society
the grand necessity of generol intelligence
and educn'ion. Since, in a couutry like
ours, public opinion reigns supreme and our
laws are dictated by and keep pace only
witli this public opinion, how necessary that
we cultivate and teach an intelligence that

Tub Asti Lottery Bii.l Bfcomfs Law.?
Woshing'on, Sept. lit.?The President signed
tlie ant -lottery bill at Cresson to-day.
Mr. K-trs O. llnthbone, Chief Inspector of
the l'ostuflico Department, thinks that the
anti lottery bill which has juet pasted will
prove adsaili bVw t> the Louisiana Lottery
Company. Said he to-day:
"It will so cripple thetn that they will be

right to use the mails for the sake of the
lottery adv. Hieing. Then the bill prevents
the i oii>piny fn m using banks as its agents
for tli ul ec imiof registered letters. Under
this hill the in lividual who encloses $1
in a 1? tier through the mails for the purchase
of buy .tig a 1 tli ry ticket is as liable to prosecution
as an officer or agent of the company
would bo for us ng the mails. I told the
l'oslmnster (Seneral that this bill meant the
iltfith nf tlip Inttorv ihiinimviv
"Of course it w.-uld not tlo to violate the
sancl ty of the mnil, nnd that will make it
all the in' re d fbcult to detect the frauds on
the mail if dr y were attempted. Tlie penalty
of one yeir's iinprisouincnt will ilo
more than mi) tiling else to prevent the lottery
people from using the mails. We propose
to give it the closest scrutiny and to
prosecute to the utmost any violations of
the law. A few convict:ons will deter any
extensive use of the mails for this purpose.
One very important feature of the
new law is the clause thai provides that any
pet son vl->1n,inj? its provisions may ho pro.
ceeded against either in the district where
the unlawful pub icition is mailed or to
which it is carried l>y mail fur delivery, or
at which it is caused to be delivered by mad
to the person to whom it is addressed.
"In Louisiana it was found that the decisions
of the courts were uni'orinly favorable
to the lottery, and convictions might
not he secured. Under the new law the
cases can be tried elsewhere. 1 think the
effect of the new law will bo to wind up the
lottery, and 1 know that the lottery magnates
are of a similar opinion."
