"In Louisiana it was found that the decisions of the courts were uni'orinly favorable to the lottery, and convictions might not he secured. Under the new law the cases can be tried elsewhere. 1 think the effect of the new law will bo to wind up the lottery, and 1 know that the lottery magnates are of a similar opinion."
