It is true the Legislature cannot limit the
Convention, but if the people elect them for
the purpose of doing a specific not or duty
pointed out by the Act of ilie Legislature,
the Act would define their lowers; for the
people elect in reference to I hut and nothing
else."
So in the fame case Chancellor Harper's
opinion was :
To conclude that the people intended to
invest the Convention with their authority
for any other purpose but the purpose specified
wouhl be plain usurpation of the power
of the people.'
It will be seen that the opinion of the
great parliamentarian of to-day was on allfours
with tho opinions of two of the

The Convention assembled under the call
of the State Kxeeutivo Committor, "for the
sole nti'l exclusive purpose of determining
whether do egutvs to the Sta'e Nominating
Court ntion to bo held on the 10th day of
Scpteiuh-r, or thereafter, should he clo ted
hy primary election, to he lield on a certain
day throughout the State, and for no other

of transacting the business for which
it had hen summoned, proceeded to take
