Frankly, we do not believo a word of the report, although it comes, apparently, from Tillman headquarters. No doubt, Captain Tillman is jealous of tho high ground his opponents havo held through this canvass ; no doubt he would be pleased to make the impress! n that bis own fight is unselfish, that he repcaaents a mighty principle, but IIS. Tillman, who can do many things, cannot creatosuchan impression. C., July (j 21st, 1890, adopted the following rules to y govern the primary elections held in Union j County for the year 181)0: jj I. Un the 20th day of August, 1800, j there shall be held at each voting precinct j in Union County, a primary tlectimi for the ? nomination of candidates for Couutj*officers, whether elective or appointive. 1 C If. Tho polls shall be opened at 8 o'clock p A. M.,nnd kept open without intermission ?j until 4 o'clock P. M., when they sha'l be <S*os"d. y <11. At each precinct there shall be j tin c managers of election, to be appointed j by the County Executive Committee. p IV. The managers of each preeinct shall y furnish a ballot box for the secure keeping jj of which they shall be responsible. I] VIII. The ballots used shall be either printed or written, or partly printed and ft partly written on one sheet, and shall con-' tain the names of all the candidates voted for and the offices. IX. Tho duty of the committee of two shall be to remain at tho polls from its opening until its close on the day of the election at each voting precinct, and to do- \ cide by a majority of the committee and managers the eligibility of any voter and all challenged votes. X. At such primary election all persons eligible to voto at the next general election ,r shall be allowed to voto who can satisfy the " committee and the manngers that they have ft voted the Democrat c ticket, and are known p Democrats; and that no voter shall be allowed to vote at any other precinct other than in tho township in which he resides. XI. For the purpose of carrying out the st requirements of Section X. the committee at of two, tho managers or any one of them or at any bystander shall bo privileged and authorised to challenge any voter and put T any questions to liiui which they or lie may fc deem relevant to tbo object in view, and the "committee of two" and the managers shall detcrmino his right to vote by hisnn' swers or other proof, and accept or reject tho vote thus offered. XII. On the close of the polls the iuan- ? agcrs shall proceed immediately and con- j tinuously to count the votes in the same I manner and under the same regulations as I are prescribed by law for general elections- ^ XIII. XVI. If any person shall receive a ma- f jority of all the votes for the office for which he i3 a Candida*c he shall bo declared the nominee of the Democratic party for such office. XVII. If for any office it be found that no candidate has received a majority of all the votes cast at the primary o'ection for such offioe. the oonnlv shall forthwith order n second primary election to be held on Sept. !Sd, 181)0. This second election shall be bold under thesanie regulations as the first. t XVIII. At such second primary clectiou only the two candidates receiving the highest number of votes at the former election shall be voted for; Provided, that in cases J where more than one person is to be selected for the samo office the Executive Committee shall select according to tho number of votes previously received twice as many persons as there are offi cial positions to bo filled. \ XIX. At such second primary election the two or more candidates thus announced shall be)voted for, all votes for other parties being considered as scattering and not counted. The returnsof this election shall * be medo in tho samo manner as hereinbefore 1 prescribed for the first. 1 XX.
