The facts are as follows : The General '

an enumeration made, neither this bill 8
nor the general law appropriated any money it
to enable hint to have the work done. The b
bill therefore, as it parsed the House, was
incomplete and would have effected no result.

it proper to tike the rcsponsibilty of making
the appropriation necessary for the work. I
these Senators, acting on the bill sent them |

the vote of every Senator present except one,

reapportionment, but as saving the taxpayers
of the .State the heavy expense of taking the
State.

again sent over a bill for taking tho eeneus
