Tht Financial Sohetne of the Alliance in
Twelve Counties of Georgia.

, farmers of East an<l Southeast Georgia arc
now working on a plan which, if it succeeds,
will effect a revolution in the cotton raising
i anil factorage business. In short, they aim
at borrowing money as a co-operative associatioR
direct from the hanks or the capitalists
*b? arv not merchants and marketing their
crops through the Alliance Exchange, 'l'iieir
* idea is not new, but the scheme which they
agrcod upon is different from any other that
has been tried.
Only one difficulty confronts them now,
and that is the nature of the security. Capitalists
hare promised them nil the money they

liancc membership is t>,000. These farmers
make upwarils of 00,000 bales of cotton, and
they borrow $400,000 a year to make their
crops. Factors advance $10 a bale to a farmer.
All farmers, however, do not borrow.
If a p'antcr calculates on making thirty b.les
next season his factor will advaucc $d00,
secured by a mortgage, at H per cent, on the
' prospective crop. When the cotton is made
aud sent to the merchant he takes out his
principal and interest, and gets besides his
charges for handling the crop.

get larger net returns. They say, too, that
$10 a plow is not enough to make a crop
properly^ This is their plan : The co-operatiya
organization. composed of all the branches
- ot^uie Alliance, lbruis a sort of stock con pany,
with shares at $10 each. No mombOr
can take more than fifty shares. This is to
y. prevent a few from getting control of the
stock in a county. It is expected that over
, $'20;000 in cash will bo raised in this way
this year.
This sum will be placed in a bank as col
lateral margin, Then, on the Co-operative
Association's note, it is hoped that the money
wanted can be obtained. The money will he

Three farmers will give a joint note for the
money they require. Each farmer is to be
n check against the other two. Ail three
must semi their cotton to the Alliance Exchange
in Savannah, ami each maker of a
joint note is to sec to it that neither of his
fellov-cudorscrs ships his cotton any where
else.
Theoretically the plan seems to be a good
one and the farmers are taking to it. They
consider that the margin in bank will bo
protection against any bad notes or i
v papers. The Alliauce holds itself ronsiblo.

business it will be to look after the crops and
the prompt payment of the notes, ramify the
sx organization. Money can be borrowed for 0
mL per cent on good security ami the Alliance
will lend it to the planter at H per cent.
A handsome profit has been figured out.
. The net revenue will be added to the capital
stock subscribed and additional shares
will be issued. In the course of time the
profits are expected fcti reach such an amount
that no more borrowing from capitalists will
be necossary. When that point is reached
the Alliance will start a bank of its own.
