Important Leoal Question Decided.? Judge Pressley made an important decision on the question of Interest and usury at the late term of Lancaster Court. This point was made before him : That when notes and mortgages bore interest at the rate of 10 per cent, per annum, with the interest payable semi-annually, the contract - was obnoxious to the statute which prohibits usury, and that the makers of the notes and mortgages wero entitled to the claim of discount under the statute for doyble the amount of the semi-annual payments of interest, The Judge decided that he saw no error f in the fact that the interest was made pay ante flemi-aunuaiiy at 1U per contum per annum ; that he himself had often drawn contracts the same way in Charleston, and that sometimes he had made the interest payable quarterly, and that he had never heard objections raised to such contracts. Ho sustained tho form of the notes and mortgages and held that they were not usurious. Thoso notes and mortgages belonged to the European companies. Tho Palmetto Dime Savings Bank, tho only dime savings bank in the State, was found this morning with a huge red' seal posted on its front door. Most of the retail merchants on King street do business with tho bank, and hundreds of children, clerks nnd poor people deposit their savings there. Tho news spread like wild firo that the bank had failed, and the excitement was intense until it was ascertained that the red bcoI wns a practical joke. . It has been learned that tho fiend who perpetrated the joke has tried it before. No leas.than ?U Kingotreet atoroe have been posted with the bogus red seal within the past threentaonths. The victims of tho red seal fiend had a meeting to-day and engaged a detective to hunt out tho joker. They have also offered a reward for his capture.? Cor. Col.
