" Instrument provides that any legislator who shall ride on a free pass shall forfait his v seat. It limits the biennial saesioa to slaty days. It also?and this is the most Important new departure mads?olasaillea as bribery the offering of his vote by Senator or Representatives in consideration of the vote of others for or agalcst any measure. Senator Hampton thinks it wosld be a good thing for the government to buy Cuba and oolonise the negroes of the South there. He would be willing to submit to the reduced representation in Congrese which the ekodus of the colored people would cause. The Asm and Courier endorses the views of Sontor Hampton. The negroes are oitizens of this country and oannot be banished to Cuba without their co nsent. Will they flee from ills they have to those they know not of. Masdlb Quart in Pickrns.?Col J. E.
