raging here for the past three weeks, and
bat few have escaped this painful and
trcoblesome disease,

C., March 16.?The negre exodus from thia
State is about to take the form ef a Colonisation
of negroes In Arkansas. Negroes are
holding mass meetings nightly, and negro
orators and preaobers are urging them te
eolonise. The negre preaohers of this aeotion
are espeoially active in the matter, and
leaned a circular to-day calling a meeting to
organise the "North Cerelina Emigration
Association" for tho purpose of securing
^organised .action toward oolonising all the
negroes in the State in Arkansas, where
they are offered lands for a trifle. The circulars
say that the white people der,'t want
them here, and they havo determined to go.
It is complained that the election law, the
* sshool law and other laws passed by the last
General Assembly wqre passed to crush
them out. They propose to colonise on un
occapitd lands in Arkansas and follow agriouliure.

Section 1. Be it enaoted by the Senate
and House of Representatives of the Stati
of South Carolina, now met and sitting ii
General Assembly, and by the authority o
the same, That in all cases where uuim
proved land which has not been upon lh<
tax books since the fiscal year commencini
November 1, 1874, and which are not oi
the forfeited list, shall at any time befori
the 1st day of October, 1888, be returne<
to the County Auditor for taxation, th<
said Auditor be, and is hereby instructec
to assess the same and to enter it upon th<
duplicate of the fiscal year, o tnimencin)
November 1, 1887, with the simple taxes o

Sec. 2. That all such lands as may b<
