Coward made an interesting speech, and presented strong reasons for the proposed metamorphosis. Ilis proposition is to have the proposed college conducted under the auspices of the Fair Association of the associated Counties of Chester, York, Fairlield and Lancaster, which holds its annual fair at Chester in October of each year.?6'"/.
