RULES FOR TI1K PRIMARY. At ? meeting of the Democratic Executive A Committee, hcM at Uuiou, S. C.t August I?, IHXO, a the following rules for the primary election ^ were adopted, and the following managers of election were appointed for the different preeinete : I. On the SiTih day of August, 1 ks?;, there r shall be held at each voting precinct in Union j County a primary election for the nomination of Candidates for County officers, State Senator 1 -?<t Members of the House of Representatives, a *- - t *. t II. The polls shall bo opene-l at * o ciock | M., and kept open, without intermission, until t o eloek, 1*. M., when they shall bo closed. f III. At each precinct there shall be three j managers of election, to be appointed by the County K.xecutivo Committee. IV. Tht managers of each precinct shall fur- 1 ish a ballot box. for the secure keeping of which they ahall be responsible. Immediately before opening the polls tho managers and their clerk thnll subscribe the following pledge : "I Sl,iemnly pledge niy sncred honor that 1 will faithfully perform all tho duties incident to my I position ns manager (or clerk) of this primary election to the best of my ability." V. At tho opening of the polls the ballot boxes shall bo emptied of all contents and exhibited thus emptied to all persons in attendance npon the polls. The boxes hIuiII then be closed and lacked, or sealed, and shall so remain until the polls art closed. VI. Tho managers shall keep a poll list and a tally list, and for this purpose shall appoint a Clerk. VII. "'C names of all the persons voted for, and the offices, in the same manner as is prescribed by NDv in the case of <!ounty elections. I\. At such primary election, ail persons eligible to rote at the next election of County officers shall be allowed to vote who can satisfy the managers, by the vouching of at least two known Democrats, that they are Democrats, ami that they propose to vote in good faith ; provided that no person who has heretofore voted a Hepublican ticket shall be allowed to vote, unless he voted the Democratic ticket at the last general election; and that no voter shall be allowed to vote at any precinct other than in the township in which he resides. X. For the purpose of carrying out the requirement of Section IX, the managers, or any ene of them, or any by stander, shall be authorized to challenge any voter and put any question to him which they or ho may deem relevant to the object in view, and the managers shall determine his right to vote !>y his answers er other proof, and accept or teject the vote thus offered. XI. On the close of tlie polls die managers shall proceed immediately and continuously to eount the votes, in the same manner and under the same regulations as arc prescribed by law for general elections. XII. When the votes shall have been counted the managers shall make out, i 11 duplicate, returns showing the number of votes cast for each person voted for, nnd the total number of votes cast, and shall deposit one of the returns in the ballot box, nml file the other in one of the record* of the club. The returns shall l>c signed bj ull the managers, who shall likewise certify to the correctness of the same. XIII. The ballot box, containing the ballots, the pell lift, anil the certified returns of the managers, together with any other papers they may deem proper to includo, shall, within three days after such election, be forwarded, securely locked or sealed, to the Secretary of tho County Kxecutire Committee. For the purpnso of this forwarding, the managers shall select and appoint some discreet and otherwise suitable person to act as messenger. XIV. Ths Kxecutivc Committee shall meet 011 Monday after the election, and the secretary huving in its presence opened the boxes and tabulated the returns, shall publish the aggregate returns In the presence of the committee in open session. XV. If any person shall have received the largest number of votes for the office for which ho is a candidate he shall be declared the nominee of the Pfinocratio party for such office. XVI. It shall be the duty of the County executive Committee to hear and determine all pretests and contested primary election cases ; and notice of prote-t must l>c filed with the Chairman before the election is declared : and the grounds of protest in cases to be contested must bo submitted the same day to the committee, which must then be in session to hear and determine all such cases. The next session will begin on October 1, and every county in the State should be fully represented in the famous old school, which is at onco an honor to South Carolina, and the teacher and trainer of these who shall sustain and defend her honor in future years.
