What thi People Are Asked to Pat.?Few
people, when they hear the rumpus in the
State about the taxes with wbioh the people are
burdened, will belieTe their own eyes when the
cold facte are put before them. They cannot
belieTe that men of any reputation whatever, or
men who pretend to be informed, would go before
the people and turn the State upside down
with literally notbiog to ground their eharges
upon.
We liaro dealt with the taxes of a year ago.
Now let us see what the Comptroller's estimate
for 1886-80 calls for. We call tho facte
on you, gentlemen, and turn to page of 84 of
Report for sossion of 1886, and there po find
the following:

Now how many mills to the dollar of the
$160,000,000 of assessed sroperty in the Slate
does this call for ? Take your pencils and calculate
for yourselves, and you will find it to
the last farthing to be 2.74 mills to the dollar.
Now what part of this responds to the interest
on the public debt? This interest is stated before
your faces, so that that there can be no
dispute about it.
Make the calculation for yourselves, and you
will find that this interest calls for 2.69 mills to
the dollar. Or all that is asked of the people
other than is necessary to meet the payment of
the interest on the public debt is (.05 mills) five
hundredths of a mill on the dollar. Every
other expense of the State government to the
last mill is met by the phosphate royalties and
the surplus in the treasury. But this very surplus
which these provident officials have eked
out and treasured up from time to time, so as to
squeeze through the lost year's taxes and meet
the payment of interost on the public debt, falling
duo before the tax is paid into the Treasury,
has been absolutely made a ground of accusation
against these officers in some quarters. It
is asked : Why is all this surplus in the Treasury
when the people are in such peouniary distress
? Why, don't every honest man in the
State know why ? Don't the people know that
the Radical officialk stole one whole years taxes,
so that, with interest accumulating and due be.
fore the taxes can reach the Treasury, this
margin must be run over, so as to take up such
obligations as may fall due before the taxes can
be collected ? This is the whole matter, and so
the State officials have saved up every' cent posClhln

rent expenses of the first part of the year
whilst the taxes are being collected. The expenses
of every year ought to be collected the
year before. Instead of which, losing one
year's taxes, the revenue lias to bo collected tho
very year the expenses are accruing, and some
money has to be borrowed every year to hcl p
out that which has been so wisely saved up.
bo far as this surplus, then, being a ground of
complaint, it is absolutely necessary to the conduct
of the government at all, and every year
there is something added so as to put tho Treasury
as soon as possible ahead nf the demands

U. 8. Army. They will travel a short
time in Florida, then visit his relatives
in New Mexico and return to his post,
Fort Totten, Dakota, the latter part of June.
Our oongratulations and best wishes accompany
the happy couple, with the sincere hope
that the "oall to arms" may only coice to the
Lieut., from the homo department and all the
fighting done under a "flag of truoe."
