What the People Are Asked to Pay.?Fet
people, when they hear the rumpus in th
State about tlic taxes with which the people ar
burdened, v. ill believe their own eyes when th
cold facts are put before them. They canno
believe that men of any reputation whatever, o
men who pretend to be informed, would go be
fore the people and turn the State upside dowi
with literally nothiug to ground their charge
upon.
We have dealt with the taxes of a year ago
Now let us see what the Comptroller's esti
mate for I880-8O calls tor. We call the fact
on you, geutlcmen, and turn to page of Si o
Report for session of 18S.">, and there \vc tint

for yourselves, and you will find it tc
the last farthing to be 2.74 mills to the dollar,
Now what part of this responds to the interest
on the public debt? This interest is stated before
your faces, so that that there can be no
dispute about it.
Make the calculation for yourselves, and you
will find that this interest calls for 2.00 mills to
the dollar. Or all that is asked of the people
other than is necessary to meet the payment of
the interest on the public debt is (.05 mills) five
hundredths of a mill on the dollar. Every
other expense of the State government to the
last mill is met by the phosphate royalties and
the surplus in the treasury, lint this very surplus
which these provident ollicials have eked
out and treasured up from time to time, so as to
squeeze through the lost year's taxes and meet
the payment of interest on the public debt, falling
due before the tax is paid into the Treasury,
has been absolutely made a ground of accusation
against these ollicers in some quarters. It
is asked : Why is all this surplus in the Treasury
when the people arc in such pecuniary distress
? Why, don't every honest man in the
8tate know why? Don't tho people know that
the Radical officials stole one whole years taxes,
so that, with interest accumulating and due before
the taxes can reach the Treasury, this
margin must lie run over, ho as to take up such
obligations as may full <luc before the taxes ran
be collected ? This is the whole matter, and so
the State officials have saved up every cent possible,
and kept it well in hand to meet the cur.

of every year ought to bo collected the
year before. Instead of which, losing one
year's taxes, the revenue has to be collected the
very year the expenses are accruing, and some
money has to be borrowed every year to liel p
out that which has been so wisely saved up.

complaint, it is absolutely necessary to the conduct
of the government at all. and every year
there is something added sons to put the Treasury
