Mr. Cooper was always a careful au<l prudent
' business man. He was always opposed to die
mettfods of many merchants who lauuolied out
In extravagant enterprises on borrowed money,
for which fhey paid exorbitant rales of interes'.
Onoe, while talking about a project with an
aoqalntauce, the latter said be would have to
borrow the money for six months, paying intereat
at the rate of three per cent, a month.
"Why do you borrow for so short a time?"
Mr. Cooper asked.
?- "Because the brokers will not negotiate bills
for longer."
"Well, if ycu wish," said Mr. Cooper, "I will
discount your note at that rate for three years."
"Are you iu earnest ?" naked tho would-be
borrower.
"Certainly I am. I will discount your nole
for $10,000 for Irce years at tbat rato. Will you
do it?"
"Of course I will," said tbe merchant.
"Very well," said Mr. Cooper ; "just sign
this nolo for $10,000, payable in three years,
and gire me your check for $800, and the
transaction is complete."
"But where is tho money for me?" asked
tho astonished merchant.
"You dou't get any money," was the reply.
"Your intcist for thirty six months, at three
per cent, per month, amounts to one hundred
and eight per centum, or $10,800; therefore,
your check for $800 just makes us even.
The forco of this praciicinl illustration of the
folly of paying such an exorbitant price for the
use of money was such that the merchant determined
never to borrow at such ruinous rates,
and he frequently used to say that nothing could
liare so fully convinced him as this rather humorous
proposal by Mr. Cooper.

of Mr. Robinson caught fire and the flames were
immediately communicated to the dwelling, and
from that to the two-story frnmo house belonging
to Mrs. Spearman, all of which were consumed,
together with the retrains of a small
warehouse across the street, which had been
pulled down. Nearly all the contents of the
"'building wero saved.

to which all arc expected to contribute.
Delegates to the convention will report at the
M. E. Church on Wednesday at 10 o'clock A.M.

WHKltKAS, e, Petition tins been filed with'
the County Commissioners of Union
County, signed by a majority of the freeholders of
Piuckney Township. of Union County, in accordance
with the provisions of an Act of the
General Assembly of Soui li Carolina approved
23d day of December, A. D. loS2, entitled "an
Act to renew and amend an Act entitled an Act
to incorporate the Union, Gnffney City and Rutherford
Railroad Company, approved March 18th
1878, asking that the question of subscription
or no subscription of the sum of twenty thousand
dollars to the capital stock of said Company,
payable in Bonds of said Township, as provided
by said Act, be submitted to the qualified electors
of said Township. And further that "the
funds realized on said bonds to bo expended
exclusively in the construction of said Railroad
within tho limits of said Township. Said
subscription to be made ou condition that the
Railroad enter Pinckney township not more
than one mile and a half from Skull Shoals Ford
on Pacolet River and run through Gin tnwnal.tn
on (be most practicable routo.
And whereat, the said County Com in issioners
have, by a resolution of their B iard, fixe-i the
amount proposed to bo subscribed, aocoording to
the request of said Petition, at twenty thousand
dollars, in seven per cent. Coupou Bonds
of said Township ; said bonds to be made payable
in equal installments of sixteen, twenty,
twenty-four and twenty eight years after the
date thereof, as provided by said act.
It i> hereby ordered, That an election be held
for snid purposo, on Saturday, the 28th day of
July next; and thnt the polls be opened at the
various election precincts within the said
Township of Pinckney from 7 o'clock A.
M., until 0 o'clock P. M., of that day, at which
election all the qualified electors of said Township
shall be entitled to vote ; that the ballots
shall ha7c written or printed threon the words
"Subscription" or "No Subscription."
The Managers of the last general election for
the election precincts within snid Township, are
hereby appointed Managers of tho election herein
ordered. Said managers shall make returns
and meet at the Court House of said County and
count the votes and declare the result of said
election nnd certify the same to tho Chairman
of the Board of County Commissioners cf said
County, as provided by law, on or beforo Tuesday,
the 31st day of July A. D. 1883.
