Once, while talking about a project with ait acqaintance, the latter said he would have to borrow the money for six months, paying intereat at the rate of three per cent, n month. "Whv do vou borrow for so short a time?" Mr. Cooper asked. Because the brokers will not negotiate bills for longer." "Well, if you wish," said Mr. Cooper, "I will discount your note at that rate foriliree years." 'Are you in earnest ?" asked the would-be borrower. "Certainly I am. I will discount your note for $10,000 for tree years at that rate. Will you do it ?" Of course I will," said the merchant. "Very well," said Mr. Cooper ; "just sign this note for $10,000, payable in three years, and give me your check for $800, and the transaction is complete." "But where is the money for me?" asked the astonished merchant. "You don't get any money," was the reply. 'Your interst for thirty six months, at three per cent, per month, amounts to one hundred and eight per centum, or $10,800; therefore, your check for $800 just makes us even. The force of this practicial illustration of the folly of payiug such an exorbitant price for the use of money was such that the merchant determined never to borrow nt such ruinous rates, and he frequently used to say that nothing could have so fully convinced him as this rather humorous proposal by Mr. Cooper. D. Ic82, entitled "an Act to renew and amend an Act entitled an Act to incorporate the Union, Gaffuey City aud Rutherford Railroad Company, npprorcd March 18th 1878, asking (hat the question of subscription or uo subscription of the sum of twenty thousand dollars to the capital stock ot said Company, payable in Bonds of said Township, as provided by said Act, be submitted to the qualified electors of said Township. An.I further that "the funds realized on said bonds to be expended exclusively in the construction of said Railroad within the limits of siid Township. Said subscription to be made on condition that the Railroad enter Pinckney township not more than one mile and a half from Skull Shoals Ford on Pacolet River and run through the township ou the most practicable route. And n-hcrcas, the said County Commissioners have, tiy a resolution of their U iard, fixeJ the amount proposed to be subscribed, aoccording to the request of said Petition, at twenty thousand dollars, in sevcu per cent. Coupon Bonds of said Township ; said bonds to be made payable in equal installments of sixteen, twenty, twenty-four and twenty eight years after the date thereof, as provided by said act. Il is hereby ordered, That an election be held for said purpose, on Saturday, the 28th day of July next ; and that the polls bo opened at the various election precincts within the said Township of Pinckney from 7 o'clock A. M., until 0 o clock P. M., of that day, at which election all the qualified electors of said Township shall bo entitled to vote , that the ballots shall ha?c written or printed thrcou the words "Subscription" or "No Subscription." The Managers of the last general election for the election precincts within said Township, are hereby appointed Managers of the election herein ordered.
