It authorizes tho Auditors to proceed to make settlements with thewrespective Treasurers as soon as they have finished up the business of the fiscal year. All settlements must, however, be completed by Monday, the 3d day of March. Upon the coiu plctiou of their settlements. Treasurers are instructed to appear at the Comptroller General's ollicc for a final auditing of their nccounts.?
