The State authorities believe his pardon would have a beneficial effect upon tho largo number of illicit distillers in the , mountains who have not yet accepted the terms held out by tho Federal authorities to come in aud confess their guilt, and then return to their homes and sin no more. The Federal authorities here do not take this view of the o:sc, but believe that but for the defiant spirit manifested by Hedmon 1 there would have been no trouble, md the government would have been enabled to L'tiforc the revenue laws without the loss of life jr a conflict with the Slate authorities.
