A BINT TO NORTHERN REPUBLICANS. It is well known to all reading Republicans that the administration of Gov. I Iauipton, of South Carolina, has boon, from the first, liberal and impartial, and that lie has officially treated Democrats and Republicans, white men nud colored men, suppor tors atid opponents, with uniform fairness, leaving no occasion for complaint. The lowliest laborer in a South Carolina cotton field has found iu Hauiptou a Governor who respects all his political rights. The negroes have learned that they had no cause to fear white men. They have discovered that Radical advisers who taught them to look upou their white neighbors with distrust were deceiving colored voters in order to advance their ?w? interests. They see that the ptual laws of the State arc carried out without unjust discrimination. They sec that order Is maintained and that the ' authority of the Stutc is fespectod. They see that thare are more and better schools established for the education of their children. They see that reduced taxes are gathered by honest men. They see that the official thieves who thronged the State under bayonet rule arc gone away or are out of power. They 'find official fidelity everywhere. They have been convinced that the best fortuue ttiat can Detail au hou c?t people is to have honest rulers. Tlicj are not readers of public journals; they art not students of political affairs; they ar? not even philosophical thinkers ; but thcii senses tell them that things are going righi onco more. They feci that it is a good ant precious thing to have wise and just mcr for thoir rulers. If the election of a Gov ernor were left wholly to the negroes o South Carolina, a very large minority ol them, perhaps a majority, would vote f?o Hampton, the truo frieud of good citizens white or biucV. The Democrats of South Carolina lmvi renominated the noble Hampton by aecla iiiation. This fact is lull of nroof of thet r ^ sanction of his liberal and magnanimou course towards the colored people. The; have not selected Hampton as their candi date to secure colored voters. There wa no motivo for such a course, since their can didatc would certainly bo elected, whoevc he might he. His rcnoininatiou is an cm pliatic approval of his administration, c VfViflh the pfuniiiffiiit fcntni^, has. fitical friends heap uew honors on Hamp ton because the brave, generous and patri otic man has proved to be a courageous impartial and faithful magistrate. The} elected hint first because they admired his excellent qualities, and they will elect him ngnin because those qualities have borne rich and abundant fruits. They knew his magnanimity in 1874; they know it still better in 1878. They recognized his impartiality and fairness then, and they now approve of his fair and impartial course.? They knew that he was eminently just, and they now admire him all the moro for his justice in dealing with colored citizens. liut what will our Northern Radical cousins-in-law think of this cordial, this spontaneous, this emphatic endorsement by South Carolina white men of the just and friendly dealing of Gov. Hampton with colored citizens? They know Hampton by reputation, and tliey recognize the grandeur of bis character; but what will they say of bis whito fellow-citizons who admire him ail the more Cor his impartiality towards South Carolina's colored people? Will they, dare they, admit this new testimony, that tho rights of Southern negroes :iru safe in the hands of Southern white men ? Will they now ccaso from their clamorous domain] that home rule in tho South shall be replaced by tho rule of Federal bayo nets? Will they cease from their vituperative censures of the policy of Mr. Hayes? Will they cease from demanding a return to the opposite policy and practice of tlon. <irant? Will they at lastconccdc that the condition of Southern negroes has been visibly and notably improved under the policy of nonintervention AViv Orlmu? /'imyune. ? - - - - ? Ohio Far, Tiik Wheat Crop.?80 much has been said of the damage done to the wheat crops iu the west, by persons intercscd in exaggerating the facts for speculative purposes, that it is well to note cauily what is said by the most trustworthy authorities 011 the subject. It seems, then, to be conceded that the continued heavy raius followed by warm, cloudy weather, have seriously injured the crops of wheat iu Wiscousiu, Minnesota, Iowa ami the northern part of Illinois. At the same time it is admitted that the wheut crop was superabundant last year iu the states just mentioned, and that a considerable part of it has not yet been sent to market. On the other hand there is compensation in the knowledge that the crop of winter wheat in Ohio, Indiana, Southern Illinois, Missouri and Kansas is among the largest that has ever been known, whilst the corn crop, which is reported almost everywhere to be unusually heavy, will tend to a very considerable extent to compensate the farmers for their losses in the states whero the wheat crop has measurably failed. *[ could write down twenty cases." says a good uiau, "when I wished God had done otherwise than lie did and which I now see had I had my own will, would have led to extensive mischief.
